Oversees the Transportation Operations function for a district's highways and facilities in accordance with Department standards. Reporting directly to the District Engineer, manages a group of professional, technical and administrative employees and may oversee district wide construction contract work concerning transportation operations. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties
- Acts as liaison with the Department's Traffic Operations Division concerning traffic and traffic safety projects.
- Coordinates with district design and area offices to develop solutions to transportation problems and determines the need for, and oversees development of incident management plans.
- Coordinates with district design on schematics, assists with capacity and level of service studies, and reviews traffic control plans, traffic projects and developer site plans.
- Investigates and responds to transportation-related complaints.
- Meets with the appropriate supervisors, law enforcement and / or city officials to discuss transportation problems and possible solutions.
- Oversees accident analyses activities for the district, which includes data for design exceptions and special design projects.
- Oversees analysis of traffic signal systems for capacity and level of service (synchronization).
- Oversees and / or performs traffic engineering studies and warranting of traffic signals, signing and speed zones; analyzes operational impact on state highway system of proposed developments; coordinates with others on project development.
- Oversees the installation, maintenance and repair of illumination systems, flashing beacons, flashing signs, flashing school speed zone signs, navigation lights and lift stations.
- Oversees the installation, operation, maintenance and repair of all transportation management systems, traffic signals and radios including negotiating, administering and monitoring contracts.
- Oversees Traffic Operations, Community Traffic Safety Programs and the preparation of the District Highway Safety Plan.
- Oversees transportation operations related activities for the district.
- Responsible for determining the need for, and developing plans, specifications and estimates for transportation management systems and Intelligent Transportation System (ITS).
- Responsible for determining the need for, and developing plans, specifications and estimates for transportation projects including signs, traffic signals, illumination, turn lanes, speed zones, school zones, pavement markings.
- Responsible for the Radio Shop.
- Responsible for the Sign Shop.
- Responsible for Traffic Engineering.
- Responsible for Traffic Safety.
- Responsible for Traffic Systems Management.
- Serves on research projects or committees and represents the district at state and local levels.
Minimum Qualifications
Education
Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience
7 years of experience in transportation engineering in the construction of highways, bridges or structures. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications.Must have three (3) years supervisory / managerial experience. Project leader or lead worker experience may substitute for supervisory / managerial experience.Licenses and Certifications
Valid driver’s license. This position requires driving a state vehicle.Licensed Prof EngineerProfessional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.Competencies
