Client : Department of National Defence

Contract Duration : 1 year with possibility of extension

Working Status : On-Site

Hours : 7.5 hours a day

Qualifications and Experience

Certifications : The Offeror’s proposed resource must hold the following qualifications :

Microsoft Power BI (PL-300 or legacy DA-100, or higher)

Microsoft Certified : Power Platform Developer Associate (PL-400 or higher)

Microsoft Power Platform Functional Consultant (PL-200 or higher)

Topic Related Experience : The Offeror’s proposed resource must have a minimum of eight (8) years' experience as a Programmer / Analyst within the last ten (10) years in two (2) of the following areas :

Designing, developing, and maintaining enterprise applications or tools

Building and deploying enterprise solutions and tools

Integrating systems, services or data using Application Programming Interfaces (APIs) and connectors

Developing data models, dashboards, or analytics solutions using Power Business Intelligence (BI)

Participating in Agile or Development and Information Technology Operations (DevOps) delivery

teams

Applied Microsoft Azure Experience : The Offeror’s proposed resource must have a minimum of six (6) years of applied experience with Microsoft Azure within the last ten (10) years. For a period of experience to qualify, it must have concurrently involved a minimum of four (4) of the five (5) areas of expertise that follows :

Building solutions and tools using Azure Application Services, Azure Functions, or Azure Logic Applications

Implementing Azure Active Directory (AAD) for identity and access management

Developing applications using Power Applications and workflows using Power Automate

Integrating Power Platform with Azure services and enterprise systems

Using Power Fx, Data Analysis Expressions (DAX), or Microsoft logic for modeling and transformation

Enterprise-level Experience : The Offeror’s proposed resource must have experience as a Programmer / Analyst on two (2) enterprise-level digital transformation projects within the last ten (10) years. The project must meet all the following criteria :

Scope : Spans multiple programs or services and involves at least one external public sector department, agency, or large private organization.

Duration : Minimum of ten (10) months.

User Base : At least five thousand (5000) users.

Stakeholders : Includes both internal and external stakeholders.

Framework Development for Cloud-Based Tools and Applications Experience : The Offeror’s proposed resource should have experience within the last ten (10) years leading the development and implementation of enterprise-level structured frameworks for the design, development, and deployment of tools and applications in a Microsoft Azure cloud environment. The framework experience must involve the creation of at least one reusable methodology template or governance model, supporting the following :

End-to-end application lifecycle

Integration with at least one of the following cloud services : Azure application services, Logic applications, Power Platform, SharePoint Online.

Security, scalability, and performance considerations.

Stakeholder alignment and delivery planning.

Project Lead Experience : The Offeror’s proposed resource should have experience within the last ten (10) years as Project Lead in the digital modernization or application development domain. For the Project Lead experience to qualify it must :

be a minimum of six (6) months

AND

Involve three (3) of the following four (4) responsibilities :

Overseeing technical delivery and coordinating cross-functional teams

Facilitating knowledge transfer across stakeholder groups

Supporting onboarding and skill development of employees

Leading sustainment planning to ensure continuity

Additional Applied Microsoft Azure Experience : The Offeror’s proposed resource should have additional applied unique experiences with Microsoft Azure within the last ten (10) years. For a period of experience to qualify, it must have involve the following areas of expertise :

Building and managing CI / CD pipelines using Azure DevOps

Integrating Azure services with Power Platform or enterprise systems

Applying Azure governance, security policies, and role-based access control (RBAC)

Designing and deploying Azure App Services, Logic Apps, and Functions

Managing Azure Monitor, Application Insights, and Log Analytics for performance and diagnostics

Configuring Azure Policy and Blueprints for compliance enforcement

Working with Azure Data Factory, Synapse Analytics, or other data services

Supporting enterprise-scale migration to Azure from on-prem environments

Topic Related Education : The Offeror’s proposed resource should hold higher education in the following areas :

Computer Science

Information Technology

Software Engineering

Electrical or Computer Engineering

Data Science / Analytics

Applied Programming Language Experience : The Offeror’s proposed resource should have applied experience with the following languages :

C# / .NET

PowerShell

Python

SQL / T-SQL

Power Fx

DAX

M (Power Query)

Microsoft Graph API

Additional Certifications : The Offeror’s proposed resource should have the following additional certifications :

Certified Information Systems Security Professional (CISSP)

Project Management Professional (PMP)

AIIM SharePoint Specialist

Azure Security Engineer Associate

Microsoft Certified : Azure Solutions Architect Expert
