• Position Summary
• Under the direct supervision of the Supervisor of Licensing and Enforcement, Administration and Manager, Licensing & Enforcement . The Licensing & Enforcement Clerk position provides a variety of essential support services to the internal and external customers of the Corporate Services Department to ensure the execution of administrative and operational procedures and processes related to municipal licensing and by-law enforcement.# #
• Major Job Responsibilities
• Provide administrative support for Municipal Law Enforcement and acts as the first point of contact for customers
• Responds to a high volume of public inquiries with respect to all municipal by laws.
• Responsible for front line customer service and administrative services for the Town Clerk’s Division.
• Provides back up to Division and Department Administrative Assistants to ensure administrative continuity.
• Acts as a commissioner for taking oaths and affidavits
• Acts as a Screening Officer for Administrative Penalty Notice disputes
• Prepares monthly court dockets for parking prosecutions
• Prepares notice of impending convictions on a weekly basis
• Liaison with the Ministry of Transportation Maintains records of parking construction schedules and exemptions
• Documents and maintains customer requests relating to property standards, licensing, animal control and parking for enforcement and considerations
• Assigns complaint files for enforcement staff to investigate
• Maintains accurate records as per legislative requirements under the Vital Statics Act and Ontario Wildlife Damage Compensation Program
• Assists with maintaining filing for the Division in accordance with Corporate Records Management and protocols.
• Reviews and processes licensing applications
• Responsible for the issuance of municipal business and taxi licensing
• Issues marriage licenses including the verification of legal requirements
• Reviews dog tag applications and issues dog licenses
• Reviews portable sign applications as well as approves and issues corresponding permits
• Reviews and processes lottery licensing adhering to the requirements of the Alcohol and Gaming Commission of Ontario
• Reviews applications for eligibility requirements and required reports for lottery licensing
• Reviews applications related to Special Occasion Permits as required by the LCBO
• Assists the Special Events licensing requirements.#
• Education & Experience
• Post-secondary diploma in Office Administration or equivalent
• Minimum two (2) years’ experience in a municipal environment; specialized knowledge in the licensing and enforcement field
• Experience interpreting by-laws and provincial legislation pertaining to municipal law enforcement and licensing
• Professional accreditation through AMCTO
• Proficient in Windows based software including Word, Outlook, Excel and municipal enforcement software applications
• Knowledge of the Alcohol Gaming Commission of Ontario legislation and ability to license considered an asset.
• Strong communication and customer service skills
• Familiar with municipal policies, procedures and by-laws
• Able to demonstrate practical knowledge in general office administration
• Effective organization and time management skills
• Able to work well independently and within a team in a fast paced environment
• Strong problem solving and dispute resolution skills
• Knowledge of municipal legislation is an asset
