Brief Overview

Reporting to the Deputy Chief, Self‑Government, the Manager, Cabinet and Legislative Services provides leadership and oversight of legislative and statutory functions of the MN–S Cabinet and Legislative Services. The Manager is responsible for all aspects of legislative services, ensuring sound processes, policies and controls support administrative operations within Legislative Services, including the Provincial Métis Council (PMC), Standing Committees, Métis Nation Legislative Assembly (MNLA) and General Assembly (GA). The position manages the planning and coordination of all meetings, leads strategic planning, budgeting, forecasting and reporting, and contributes to advancing Métis peoples’ right to self‑governance while maintaining strong internal controls that promote accountability, transparency and service excellence to Métis citizens.

Key Responsibilities

Leadership

  • Develop and implement operating budgets, financial planning and forecasting to inform decision‑making and resource allocation for Cabinet and Legislative Services.
  • Ensure accurate, timely and transparent financial reporting and provide strategic financial policy leadership that upholds public sector standards, accountability and good governance.
  • Oversee all aspects of financial management related to Cabinet and Legislative Services, including the development and implementation of robust controls, best practices and performance metrics to support sound financial stewardship.
  • Provide oversight for policy development and renewal, promoting awareness and compliance, monitoring exceptions and upholding a culture of integrity, accountability and proactive problem‑solving in all administrative and operational matters.
  • Remain informed and current on good governance practices, changes in legislative practices, standing rules of assemblies and meeting procedures to ensure democratic and constructive meetings.
  • Contribute to the development of distinction‑based objectives and initiatives that strengthen Métis democracy, advance Métis self‑governance and support governance reform.
  • Build and maintain effective relationships with elected officials, Ministers, senior government leaders, department heads and colleagues to strengthen collaboration and service delivery.
  • Inspire and lead high‑performing teams by fostering a culture of innovation, continuous improvement, professional growth and collaborative relationships.
  • Advance a workplace culture that is engaging, inclusive, innovative and respectful, while ensuring staff are supported and aligned with government goals.

Legislative Services

  • Provide expert level advice and direction to Cabinet and other governing bodies on drafting resolutions.
  • Prepare draft resolutions on behalf of Cabinet and other governing bodies that reflect their intention(s) and ensure alignment with government priorities and long‑term objectives.
  • Oversee the implementation of resolutions passed by Cabinet and other governing bodies, ensuring timely implementation and, if required, returning resolutions to the appropriate governing body for review and discussion.
  • Support colleagues responsible for legislative review and drafting, helping to ensure appropriate approval processes and timelines are respected and adhered to.
  • Ensure new and revised legislation meets legal and policy compliance prior to Cabinet review and approval.
  • Oversee the development and regular review of administrative systems, procedures, and policies for the PMC, Standing Committees, MNLA and GA.
  • Assist the Chair of the PMC and the CEO of MN‑S in fulfilling their duties and obligations outlined in the Provincial Métis Council Meeting Rules and Procedures.
  • Assist the Clerk of the Legislative Assembly in fulfilling their duties and obligations outlined in the Métis Nation Legislative Assembly Act.
  • Facilitate sessions of the Standing Committees as required or requested.
  • Provide impartial, expert technical advice to elected officials, Ministers, executive and department heads on meeting rules and procedures for Cabinet and other governing bodies.
  • Identify and arrange training for elected officials to enhance their governance knowledge and build the necessary skills to enhance their contributions in their role as an elected official and / or Minister.
  • Promote continuous improvement in democratic processes.
  • Meeting Management

  • Lead and oversee the planning, coordination and organization of meetings for the PMC, Standing Committees, MNLA and GA to enable effective legislative responsibilities and contribute to efficient government operations.
  • Identify meeting needs and expectations with Ministers, elected officials, senior government officials and others.
  • Coordinate meeting logistics (location, venue, transportation, accommodations, audio / visual, seating chart, registration, name cards / tags).
  • Identify and schedule speakers / presenters, ensuring requisite presentations meet required timelines.
  • Arrange key meeting attendees such as the Speaker, Deputy Speaker, meeting Chair, recording secretary and others.
  • Prepare meeting materials (agendas, draft resolutions) and follow up with individuals responsible for outstanding documents.
  • Collaborate with departments to ensure departmental readiness for meeting responsibilities.
  • Produce meeting binders with required materials, ensuring professional preparation and distribution according to visual identity standards and timelines.
  • Brief key meeting attendees on agenda, topics and required duties.
  • Provide regular updates to executive leadership on meeting planning progress.
  • Lead post‑meeting debriefs, identify enhancements, update checklists and revise timelines.
  • Provide support and advice on meeting procedures to the Clerk of the Legislative Assembly, Chair of the PMC, CEO, recording secretary, deputy chiefs and colleagues.
  • Proactively identify and handle any issues or emerging problems during meetings.
  • Standardize and document planning processes, resources and timelines for future meetings.
  • Records and Information Management

  • Produce quality, error‑free work in a time‑sensitive and high‑pressure environment involving highly sensitive and confidential matters.
  • Oversee the Legislative Library, ensuring meeting and legislative documentation is readily available for public access.
  • Ensure timely and accurate online posting of meeting information and documentation from PMC, MNLA, GA and Standing Committees.
  • Collaborate with colleagues to disseminate meeting information from PMC, MNLA, GA and Standing Committees to local and regional offices.
  • Stay abreast of new technologies and methods relating to records and information management.
  • Safeguard confidential records, particularly from closed sessions.
  • Ensure policies and procedures related to the retention and disposition of records meet legislative and policy requirements.
  • General Administration

  • Develop and maintain respectful, cooperative working relationships across departments.
  • Manage multiple high‑priority initiatives, navigating tight deadlines and communicating effectively with elected officials, Ministers and senior government leadership.
  • Assist with the development of external corporate documents such as the annual report, conference publications and other media.
  • Knowledge, Skills and Abilities

  • Knowledge of Métis political and legal history, current issues, Indigenous self‑government structure and broader provincial / federal political landscape.
  • Strong understanding of Roberts Rules of Order and their application.

  • Qualifications

  • Post‑secondary education in political science, business, public administration or a related field.
  • 5–6 years of relevant experience in the public sector, Indigenous governance, legislative services or public policy.
  • Extensive experience working with government agencies, elected officials and committees at a provincial or national level.
  • Strong understanding of legislation and procedures for assemblies and council meetings.
  • Excellent oral and written communication skills; ability to influence through reasoned ideas.
  • Experience building and leading high‑performance teams.
  • Additional Requirements

  • Valid Saskatchewan driver’s licence and reliable transportation to the downtown location.
  • Successful candidate must undergo a Criminal Record Check.
