This is a full‑time, union‑exempt position; start date to be determined. Salary : $107,120 to $121,727 (Pay Band 8).
The Manager of Civic Properties oversees all aspects of ongoing technical and building service operations, including planning, organizing, staffing, leading, and controlling all maintenance activities across the Civic Properties portfolio. The position will develop and oversee planning, maintenance, operation and safety / security policies and services for City facilities and properties, ensuring compliance with building maintenance and regulatory requirements and standards. They will develop and monitor the Division’s capital and operating budgets, adhering to the City’s financial policies and procedures. The position will ensure operational mandates are achieved while also ensuring effective project management of capital projects and advising and or leading facility planning initiatives.
Liaise with internal and external stakeholders for the planning, development, and maintenance of the City’s facilities. The position will work to ensure interest holders understand and support the divisional vision, goals, and objectives and drive the implementation of a successful maintenance management program to ensure safety and reliability of Civic Property assets.
The Successful Candidate Will Have :
- Undergraduate degree in a relevant discipline (such as Mechanical, Engineering, Building Sciences, or Architecture) or minimum 2‑year technology diploma (i.e. in Facilities Management, Civil, Structural, Architectural, Building or Mechanical from BCIT or equivalent) combined with other professional training including completion of a trades‑related certificate.
- Valid Class 5 BC Driver’s License
- Criminal Record Check
- Significant (8 – 10 years) experience in the oversight and maintenance of public facilities and the implementation of preventative maintenance programs.
- Considerable (5 years) experience managing staff, preferably in a unionized environment.
- Considerable (5 years) experience in a combination of program and project management. Some (2 to 3 years) experience in long‑term facility planning.
- Extensive knowledge of construction and maintenance methods, techniques, and standards relevant to buildings and facilities.
- Extensive knowledge of related construction and safety codes, standards and regulations.
- Considerable knowledge and background in contract management and budget preparation and control.
- Experience in managing diverse and complex projects in a variety of building types with both staff and contractors.
- Ability to lead the development, communication, and implementation of successful diverse initiatives for multiple constituents with sometimes competing objectives and goals in a changing environment.
- Demonstrated experience in effective decision making, as well as experience in implementing change with new procedures and practices to develop, implement, and sustain change.
- Excellent interpersonal skills to establish and lead cohesive teams and proven ability to interact effectively at all levels in the organization.
- Excellent communication skills to effectively communicate to both technical and non‑technical audiences – ability to make clear, concise and well‑organized oral and written communications and presentations.
- Strong problem solving, decision making, leadership and general management skills.
- Strong computer skills with demonstrated ability to use Microsoft as well as technical software required for administration of work requests, budgets, etc.
- Ability to lead, coach, and motivate staff in a team environment.
- Ability to work effectively with representatives of government agencies, contractors, community and business groups, general public, and City staff.
