Manager, Policy and Planning

Reporting to the Deputy General Manager, Operations, this position will lead the policy and planning functions for Durham Region Transit (DRT). The incumbent will:

- Lead the short, medium and long-term planning of the transit network, including its development, design, and implementation
- Lead the development of transit service scheduling by optimizing resources while maintaining the intended customer benefits of the service
- Lead the operational readiness of transit operations, inclusive of short, medium and long-term planned detours and construction projects impacting transit
- Support the Customer Experience, for customers of all abilities in accessing employment, education, services, etc., through fare and service integration and customer policies
- Support the development of capital programs (stops, terminals and supporting infrastructure) for the transit network through needs assessments and service forecasting
- Support the Region's Rapid Transit (RT) and Transit Development Office (TOD) in the development, planning and deployment of rapid transit infrastructure
- Coordinate with Regional and local area municipality partners to convey transit service requirements, objectives and impacts through the development application process, Official Plan, Transportation and Mobility plans and related policies
- Support objectives in DRT's and the Regional Strategic Plans and related initiatives
- Leverage performance measurement procedures and processes for service planning and scheduling
- Build and sustain a high-performing service planning team by fostering a culture of collaboration and innovation, providing mentorship and professional development and strengthening the organization's capacity for integrated service planning, operational readiness, and customer-focused transit solutions
- Support labour relations, including the collective bargaining process, represent the department in grievance and arbitration hearings
- Work in accordance with the provisions of applicable health and safety legislation and all corporate/departmental policies and procedures related to occupational health and safety
- Lead the annual service plan process, informing annual and long-term strategic budgets
- Participate in the off hours on-duty manager rotation

The successful applicant must possess:

- Post-secondary degree in Transportation, Planning, Civil Engineering, Geography, Environmental Studies or related discipline or equivalent combination of education and experience
- Progressive experience in transit service planning, scheduling, or operational planning, supervisory or management experience, preferably in a public sector, transit, or municipal environment, with related experience in network design, detour planning, and policy development
- Knowledge of public transit, transit service planning process and software, service delivery models, rapid transit principles, and accessibility legislation and issues
- Experience with application of project management principles
- Knowledge of budgetary processes, Regional policies and procedures, Human Resources legislation such as the
Employment Standards Act, Ontario Labour Relations Act, WSIB and the Provincial Occupational Health & Safety Act
- Experience with collective bargaining process and collective agreements and awareness of the political nature of sensitive information
- Exceptional analytical thinking, problem-solving and project management skills coupled with demonstrated verbal and written communication, time management and leadership skills
- A leadership approach rooted in equitable service to all communities
- Commitment to mitigating and removing access barriers in service strategies and delivery

Management & Exempt Salary Grade 9

- Salary: $140,921 to $176,151 per annum
