Under the general direction of the Senior Manager, Water Services, the Manager will be responsible for the operation and maintenance of assigned water supply plants, pumping stations, and dams, operated by Halifax Water. The Manager will provide leadership to assigned plants in process operations, regulatory compliance, asset management maintenance programming, emergency preparedness and capital implementation to ensure ongoing compliance with operating approvals and water quality goals.
Duties & Responsibilities
- Under the directions of the Senior Manager, Water Services, directs and supervises Supervisors, other staff and contractors in the day-to-day operation of the assigned plants, ensuring the efficient and economical operation and maintenance of the assigned facilities and compliance with the ensure requirements of the Guidelines for Canadian Drinking Water Quality, Nova Scotia Water Treatment Standards, water system approvals issued by Nova Scotia Environment, and Halifax Water standards & policies.
- Responsible for the implementation and maintenance of the Dam Safety Management System. Ensures accurate annual reporting and appropriate documentation of inspections.
- Maintain a lead planning role in the ISO 14001 compliant Environmental Management System at each of the assigned sites.
- Participates in a variety of management activities including hiring, performance management, attendance management, discipline, and labour relations matters such as collective agreement interpretations and proposal development.
- Oversees utilization of Computerized Maintenance Management software including implementation strategies, upgrades and training. Responsible for the development of preventative maintenance programs in conjunction with the Senior Manager, Water Services. Maintains statistical records of work undertaken.
- Implements and promotes the Occupational Health and Safety program compatible with industry standards, promotes health and wellness, and administers safety programs
- Develops and implements required emergency plans, disaster recovery and business continuity plans, as well as assists in the development of the business plans.
- Work with engineering staff to review plant performance and develop capital improvement plans. Participate in consultant selection and design review. Work with Asset Management staff in the development and implementation of asset management plans for assigned facilities. Supervise the integrations of capital projects with plant operations.
- Assist in water quality research and the solving of process issues that arise. Coordinate with the water quality staff to facilitate research in plants and identify research needs.
- Coordinate with Distribution and Technical Services staff to determine water requirements during Transmission Main shutdowns, or changes in the system. Work with the Manager of Technical Service to identify needs and plan for improvements in the plant process control and SCADA systems.
- Coordinate assignment of staff among all treatment facilities.
- Lead budget preparations for assigned facilities and execute business plans for responsible facilities.
- Overall responsibility for accurate budget forecasting.
- Play a leadership role in programs that support all water supply facilities such as : chemical procurement, residuals disposal and operator training and certification.
- Perform all related duties as required.

Reports To : Senior Manager, Water Services
Supervises : Supervisor, Lake Major, JD Kline Water Supply, Bennery Lake and Small Systems and others as assigned
Minimum Qualifications
Education and Experience
Education :
Completion of post-secondary education in a discipline related to the area of water treatment or municipal engineering (An equivalent combination of technical training and experience in administration of plant maintenance may be considered.)Experience :
Experience related to administration and plant maintenance including five years of supervisory experience in a related operation.Other Requirements

Must be willing to work towards obtaining a Class IV Plant Water Treatment Operator CertificateMust possess a valid Nova Scotia Driver’s LicenseMust be willing to undertake and maintain the following safety training :
