Job Overview :

The OPGT is developing a "New OPGT Solution to modernize OPGT legacy applications and systems. This project requires the creation of a new cloud data warehouse / lakehouse and rewriting of legacy reports.

Scope :

The Office of the Public Client and Trustee (OPGT) requires a Senior Business Analyst to assist with report development for the new data warehouse / lakehouse.

Deliverables :

As a member of the modernization project reporting team, the Senior Business Analyst will be responsible for building and delivering reports from the new data warehouse / lakehouse.

A high-level list of deliverables follows :

• Lead and conducted business and system analysis in respect to building the golden layer of the data lakehouse and modernized reports in PowerBI..
• Lead the effort into defining the reporting MVP; document legacy reports in the scope of MVP; conduct gap analysis and provide recommendations.
• Document report requirements in user stories in DevOps. Conduct analysis at varying levels of detail, appropriate to the project and phases of the project, aligning with OPS standards
• Liaise between Business Areas and the data migration and reporting team, to clarify business requirements and translate them into system and reporting requirements
• Conduct business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys;

business rules definition and non-functional requirements definitions for assigned projects, including report requirements, screen specifications, business rules, data migration requirements, etc.

• Produce / update documentation that will allow future support of the implemented solutions
• Assist with identifying and resolving data quality issues, defining test cases, performing data reconciliation, and addressing any issues or discrepancies that arise during the testing phase;

developing KPIs to report on the progress, completeness, and quality of the reporting and data migration effort.

• Ongoing Support : provide post-migration support, analyze and address data-related issues or questions; help with optimizing data management processes in the new environment.
• Complete work and achieve milestones within the assigned deadlines.
• Notify the Cluster / Ministry Project Manager in writing of any issues or other material concerns related to the Assignment Deliverables, as soon as he / she becomes aware of them
• Submit Deliverables for the Cluster / Ministry approval as they are completed.
• Comply with the Ontario Government and the Cluster / Ministry security procedures and practices
• Comply with the Ontario Government and the Cluster / Ministry architecture / technology standards and best practices
• Comply with the Ontario Government and the Cluster / Ministry Conflict of Interest and Confidentiality Guidelines
• Provide knowledge and skill transfer to a designated Cluster / Ministry staff; and
• Comply with the Ontario Government I&IT Directive, Operational Policy on the I&IT Project Gateway Process, and other applicable Guidelines, Standards, and Procedures.

Must Haves :

• years of experience leading and conducting business and system analysis to assess client's business problems / opportunities and document the business / system requirements in such a way that I&IT solutions can be designed.
• Proven experience in both agile and waterfall project management methodologies.
• Proven experience in conducting business and system analysis with respect to building data marts / data warehouses / data lakehouses or Business Intelligence / Data Analytics and Reporting solutions
• Demonstrated experience working as a business analyst in large / complex data migration projects.
• Demonstrated experience with writing user stories and using tools such as DevOps.

Criteria - Business Analysis Experience ( Points)

• Experience conducting analyses at varying levels of detail, appropriate to the project and phases of the project, aligning with OPS standards
• Experience conducting business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling;

use case surveys; business rules definition and non-functional requirements definitions for assigned projects, including screen specifications, business rules, data migration requirements, etc.

Proven experience in both agile and waterfall project management methodologies, with an emphasis on agile.

Criteria - IT-Specific Skills ( Points)

• Proven experience in conducting business and system analysis with respect to building data marts / data warehouses / data lakehouses or Business Intelligence / Data Analytics and Reporting solutions
• Demonstrated experience working as a business analyst in large / complex data migration projects.
• Familiarity with BI / reporting tools such as PowerBI
• Basic knowledge of SQL language; ability to execute SQL queries.
• Understanding of concepts around ETL, data quality, data cleaning, and data issues handling.
• experience in conducting business and system analysis for a Dynamics CE and / or F&O solution or other CRM / ERP solutions

Criteria - Quality Assurance ( Points)

• Experience creating use cases, test plans, test cases, and test scripts ideally around reporting and / or data migration
• Experience with defect management processes, defect identification, logging, tracking, and resolution.
• Familiarity with industry-standard quality assurance practices, such as ISO standards, CMMI, or Agile methodologies

Criteria - Consulting and Communication Skills ( Points)

• Experience consulting and coordinating between Business Areas and the IT Development and Testing teams to clarify business requirements and translate them into system requirements
• Critical thinking, analytical, and problem-solving skills; proven gap analysis experience
• Excellent verbal and written communication skills
• Proven ability to engage with stakeholders and build strong working relationships
• Excellent customer service skills, including tact and diplomacy to ensure client needs are managed effectively
• A motivated, flexible, creative team player with perseverance, excellent multi-tasking abilities, and a proven track record for meeting strict deadlines
