The Opportunity - Manager, Budgeting and Reporting (permanent, full-time)
The Manager, Budgeting and Reporting role supports the Director in assessing and preparing financial reporting requirements, overseeing fiscal analysis and budget management, and identifying areas of reporting improvement. This role also assists the Director in the supervision and support of the business services team. Working within the parameters of relevant policies and procedures, and of grant and contract provisions, the position provides technical and analytical services to internal and external stakeholders.
Key Job Functions :
Financial Reporting & Analysis
- Under the direction of the Director, prepares reports such as monthly forecast templates, Advanced Education’s Financial Information Reporting System (FIRS), Program Financial Data (PFD), and grants reports for external parties including federal and provincial governments.
- Oversees the development of internal reports and leverages information from financial reporting systems to streamline the creation of monthly, quarterly and annual reports.
- Coordinates the month end financial process and, together with the Operational Accountant, prepares the monthly financial reporting package.
- Oversees the Business Partners with the preparation and review of monthly, year end and ad-hoc financial reports for each Academic School and Support Department.
- Oversees the reviews by Business Partners for the monthly internal reports and variance analysis in preparation for quarterly reporting for the CFO and ultimately the Board.
Budgeting & Forecasting
Jointly together with the Director and CFO, contributes to and implements the Budget development process.Maintains the records of the approved annual budget and provides financial analysis and reporting to budget owners.Audit & Compliance
In support of the Director, coordinates and prepares the year end audit working papers and annual financial statements in accordance with Public Sector Accounting Standards (PSAS).Implements the annual audit communication and preparation plan, including liaison with independent auditors during the audit process.Researches and recommends to the Director resolutions to accounting issues, including evaluation and implementation of new accounting pronouncements to ensure PSAS compliance.Assists the Director with various disclosure and governance matters.Process Improvement & Internal Controls
Ensures continual improvement and development of financial processes and internal controls within Business Services and across the organization.Leadership and Team Management :

Inspires others to do their best, develop professionally, and contribute to the success of the leadership team.Education / Experience / Skills / Knowledge Required :
A Bachelor's Degree in a related discipline (i.e. Business, Accounting, Management) required.Professional Accounting designation : Chartered Professional Accountant (CPA) preferred, or an equivalent combination of education, training and experience.Minimum of 5+ years of experience related to financial accounting, analysis and budgeting required.Minimum of 2+ years of supervisory experience and supporting senior leadership required.Strong knowledge and ability to apply financial and accounting guidelines, standards and internal controls. Specific familiarity with Public Sector Accounting Standards (PSAS) is preferred.Excellent communication and presentation skills; be comfortable interacting with senior management.Demonstrated financial analytical skills.Ability to interpret and apply relevant legislation and regulations.Advanced knowledge of Microsoft Excel and data management and reporting tools.Experience coordinating a year end audit.Ability to prioritize after critical analysis of many diverse situations, often occurring at the same time, requiring the generation of options, alternatives and innovative solutions within the College policies, procedures or guidelines.Demonstrated accuracy with the ability to consistently attend to detail.Demonstrate a strong dedication to promoting inclusivity and diversity by actively seeking out and valuing diverse perspectives, fostering a welcoming and supportive environment for individuals of all backgrounds, and continuously striving to create a culture of respect and understanding.Actively promote and reinforce practices that prioritize the well-being and security of all individuals at Olds College and show a proactive attitude towards safety measures, continuously striving to enhance safety protocols and instill a culture of shared responsibility and accountability when it comes to maintaining a safe and secure work setting.Conditions of Employment :
