Duties

The Senior Contracting Officer is responsible for carrying out duties related to all aspects of the procurement process in the acquisition of specialized goods and services, in compliance with all relevant PPS policies and procedures, while providing guidance, advice and support to PPS Client Areas to ensure that the process is effective, expeditious and ethical, and provides the best possible value for PPS.

Work environment

The Parliamentary Protective Service (PPS) is a separate and distinct organization and is not subject to the Public Service Employment Act. PPS has its own classification, compensation system and staffing regime. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan.

Intent of the process

The purpose of this recruitment and selection process is to staff one (1) position on an indeterminate basis and establish a pool of qualified and / or partially qualified candidates.

The pool may also be used in the future to staff similar positions within the PPS and for other organizations.

EDUCATION :

Successful completion of a post-secondary program related to the position OR an acceptable combination of education, experience, and training.

  • The educational program must be from an accredited learning institution recognized in Canada. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.
  • EXPERIENCE : EX1- Significant

  • experience in leading procurement processes.
  • EX2- Significant

  • experience in at least five (5) of the following eight (8) procurement activities :
  • 1. Developing or implementing procurement strategies and plans;
  • 2. Thoroughly reviewing Statements of Work (SOW) and evaluation criteria, and providing guidance advice to internal clients on content and structure of these documents;
  • 3. Preparing Invitation to Tenders (ITT) and resulting contracts for the procurement of goods or services;
  • 4. Preparing Requests for Proposals (RFP) and resulting contracts / agreements for the procurement of goods or services;
  • 5. Preparing Requests for Prequalifications (RFPQ) and resulting contracts / prequalification lists for the procurement of goods or services;
  • 6. Facilitating ITT / RFP / RFPQ evaluation processes, ensuring that submissions are evaluated and scored in accordance with the established evaluation criteria;
  • 7. Negotiating and awarding contracts and agreements;
  • 8. Providing strategic procurement advice to both clients and management on contracting issues, including providing advice to ensure that procurement requirements are carried out in accordance with organizational policy requirements.

    DEFINITION :

  • Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are acquired on a full-time basis over a period of time (usually more than 2 years).

    ASSETS

    EDUCATION :

    AED1- Designation in supply chain management.

    AED2- University or college diploma in a field related to the position.

    You must be prepared to provide the original or a certified true copy of your educational credentials.

    EXPERIENCE : EX1- Significant

    AEX2- Experience in using an integrated financial and material management system.

  • K1- Knowledge and understanding of contract law and associated regulations, guidelines and policies;
