SUMMARY OF THE POSITION

Reporting to the Assistant Executive Director Pimuhteheu, the incumbent supports the development and implementation of plans for disasters, accidents and other emergency scenarios. The Director collaborates with the Cree Board of Health and Social Services of James Bay (CBHSSJB) leadership team to assess potential risks and develop best practices for addressing emergencies.

The Director is responsible for designing procedures that explain what to do in an emergency and creating preventative measures to reduce the likelihood of emergency situations occurring. The Director serves an important role in keeping everyone involved during an emergency safe and empowered to enable them to respond appropriately.

In collaboration with internal partners as well as local and regional entities, including but not limited to the Cree Nation Government, Band Councils, Eeyou Eenou police force, Provincial and Federal governments, Provincial and Federal Police Forces, SOPFEU, Red Cross, the Director works to strengthen the territory's emergency preparedness, through planning, support to training, exercising and testing of emergency management arrangements and plans, and sharing lessons learned from events and exercises.

During active emergencies, the Director Emergency Measures and Disaster Planning assumes the overall responsibility for the operation of the Emergency Operating Center and for advising the Executive Director on emergency operations of the CBHSSJB including the execution of appropriate increased readiness measures should a crisis occur; emergency and supporting operations plans and procedures as are appropriate for the emergency and necessary coordination among the internal and external partners.

The incumbent directs planning and coordination meetings and develops multi-agency operational plans for large-scale events and incidents throughout the community, including workshops, functional courses, and full-scale exercises for local and regional partners.

The Director will also be tasked to support in the development of the new mobile hospital. Additionally, the Director will ensure the development and support of psycho-social emergency community response plans as this individual will supervise the WESC Coordinator (Weechiwawauun Emergency Steering Committee). This committee of the CBHSSJB is responsible to support communities during psycho-social emergencies.

SPECIFIC FUNCTIONS

1. Ensures the services are provided in compliance with the mission, philosophy, objectives and programs prescribed by the CBHSSJB and Miyupimaatisiiun, following an interdisciplinary, community-based approach.

2. Contributes to the definition, strategic and tactical planning, and development of the Emergency Measures and Protocol Direction programs, policies, procedures and protocols, and other programming, evaluation and quality assurance functions.

3. Contributes to the planning and development of the organization's major strategic projects (e.g., Mobile hospital, Disaster Management and WESC) and collaborates with all required departments for the planning and development of any projects related to its services.

4. Supports the development of a collaborative approach with Cree leadership (local and regional) and Cree economy actors in the planning and development of services.

5. Contributes to the adaptation and cultural safety of the MSSS programs, guidelines and recommendations, in collaboration with the Nishiiyuu Group.

6. Guides the CBHSSJB in the development of policies for emergency preparedness measures and protocols. Determines practical methods for protecting the organization and its employees from any kind of damage or disruption, then establish those methods as best practices in the workplace, including developing emergency management policies.

7. Oversees all emergency management functions for the department, including planning, preparedness, and response efforts related to large-scale incidents.

REQUIREMENTS

Education and Experience

  • University degree Administration, Management or health related field;
  • A certificate in Emergency Management, Public Safety, Public Administration is an asset;
  • Minimum five years of job-related work experience, including managing disaster response.

Knowledge and abilities

  • Strong knowledge of the MSSS laws, regulations, Network, orientations and programs for the management of establishments in the MSSS health and social services environment;
  • Strong knowledge of current issues and trends in the MSSS environment;
  • Knowledge of the needs, programming and management related issues, and context that relate to First Nation health and social services;
  • Strong abilities in document analysis and summarization, and; information management;
  • Good knowledge and experience in the development of policies and procedures;
  • Good knowledge of and experience with management information systems and data bases;
  • Strong record in a senior level of administration, and; experience in information management;
  • Knowledge of the James Bay and Northern Quebec Agreement, Section 14 and the Act respecting Health services and social services for Cree Native persons, is an asset;
  • Knowledge of Cree culture;
  • Knowledge of camping and survival skills are an asset;
  • Ability to apply Eenou / Eeyou culture, values and teachings in the job setting, is an asset;
  • Ability to effectively collaborate in a staff manner in a matrix organization;
