The Program Manager is part of the Performance, Accountability and Funding Allocation (PAFA) team, leading high-impact performance, accountability, reporting and funding allocation work for Ontario Health West health service providers and programs, with a primary focus on Hospitals.

This role is ideal for a strategic, collaborative leader who can translate complex performance, funding and system information into clear advice and action. You will oversee accountability agreements and funding requirements, monitor operational and financial results, identify risks and opportunities, and coordinate timely responses to Ministry of Health and Ontario Health priorities.

Working with providers, Ontario Health Teams, regional and provincial colleagues, finance partners and system stakeholders, you will help strengthen performance, stewardship, integration and person-centred care across the region.

This role is regional in nature and pertinent to the needs of the West Region.

Here is what you will be doing:

Performance, accountability and funding stewardship

  • Lead performance and accountability management for assigned providers and programs, including obligations, service volumes, access, quality, equity, financial performance and program requirements.
  • Oversee service accountability agreements, transfer payment arrangements and related processes from planning and approval through monitoring, issue resolution and closeout.
  • Lead funding allocation and reallocation analysis, recommendations, documentation and implementation in alignment with approved authorities, policies and controls.
  • Monitor provider performance, funding conditions, utilization, settlement requirements and emerging risks; recommend mitigation strategies and improvement opportunities.
  • Provide timely, concise advice to the Director on provider performance, system pressures, financial stewardship and sector priorities.

Reporting, analytics, collaboration and improvement

  • Oversee the submission, validation and analysis of provider performance, financial, access, quality, and program reporting.
  • Direct dashboards, scorecards, briefing materials and executive summaries that highlight trends, risks, variances and impacts on regional and provincial objectives.
  • Transform complex quantitative and qualitative information into meaningful insights, performance metrics, and practical recommendations.
  • Manage Ministry of Health and Ontario Health information requests, audits, reviews and assurance activities with accurate, consistent and timely responses.
  • Build effective relationships with providers, Ontario Health Teams and partners to advance transparency, accountability, integration, equitable access and continuous improvement.
  • Lead or participate in regional and provincial committees, working groups and improvement initiatives related to performance, accountability and funding.
  • Develop tools, standard work, governance processes, and escalation frameworks that strengthen consistency, efficiency, and service quality.

Program leadership, coaching and operations

  • Provide program leadership, coaching and subject matter guidance to PAFA colleagues, helping clarify priorities, accountabilities, workplans and outcomes.
  • Coordinate work, information flow and resources across competing priorities while maintaining quality, responsiveness and continuity of operations.
  • Foster an inclusive, collaborative and accountable environment that supports learning, knowledge sharing, and continuous improvement.
  • Identify operational risks and capacity pressures, recommend solutions, and perform other duties consistent with the position, as required.

Here is what you will need to be successful:

Education and Experience

  • Bachelor’s degree in health administration, business administration, public administration, finance, health sciences or a related field; a master’s degree is an asset.
  • 5 to 7 years of progressive experience in health system performance, provider accountability, health system planning, program operations, funding, finance, analytics, project management or a related health care role.
  • 4 years of program leadership experience, including setting objectives, coordinating workplans, providing coaching or guidance, and monitoring outcomes.
  • Financial management, funding allocation or contract management experience is highly preferred; a CPA designation or relevant graduate-level finance training is an asset.
  • Demonstrated experience in hospital, community, mental health and addictions, home care, primary care and/or long-term care, or related health system environments, including integrated models of care and provider accountability.
  • Experience managing complex operations, multiple concurrent priorities, sensitive provider or stakeholder issues, and developing and implementing performance measurement, reporting, accountability or funding processes in the public sector or health care system.
  • Experience working within the Ontario health system and with the Ministry of Health is an asset.

Knowledge and Skills

  • Strong knowledge of Ontario’s health care system, including hospital, community, mental health and addictions, home care, primary care and/or long-term care services, relevant provider and program models, Ontario Health Teams, accountability arrangements and funding mechanisms.
  • Knowledge of performance management, evaluation, quality improvement, financial analysis, budgeting, resource allocation, risk management, and policy implementation.
  • Ability to analyze and synthesize complex operational, financial and performance information and translate it into clear recommendations, briefing notes, executive reports, presentations and decision materials.
  • Strong program leadership, judgment, problem-solving, negotiation, issue management and project management skills, including knowledge of project management methods, tools and templates, and the ability to respond quickly to emerging priorities.
  • Excellent relationship management, consultation, facilitation, written and verbal communication skills, with the ability to work effectively across providers, government and internal teams.
  • Advanced proficiency with Microsoft 365 applications, particularly Excel, PowerPoint, Word, Outlook, Teams, and Copilot. Experience with data visualization and reporting tools is an asset.
