Description de poste

Reporting directly to the Manager of Community Services / Planner, the Junior Planner is responsible for processing land use planning applications from initial public inquiries through to development approvals to ensure that all inquiries, proposals are moving forward in a timely manner and in accordance with legislative requirements.

Primary responsibilities

  • Administers the processing of development applications and Town Initiatives in accordance with the Planning Act for Official Plan amendments, Zoning By-law amendments, Site Plan Control, Subdivision, Part Lot Control, Minor Variance and Consent to Sever and any other applications.
  • Drafts planning reports for a variety of applications and Public Notices, including maps and draft amendments and circulation lists. Prepares adoption notices and explanatory notes for Zoning by-laws and Official Plan Amendments and variances and consents for public notification.
  • Prepares Zoning Compliance Reports for property transactions by ensuring timelines are met, by collecting required fee for request, and by analyzing relevant information collected from the Chief Building Official and the Fire Department as well as any previous zoning compliance reports issued by the Town.
  • Receives and answers inquiries via phone, email, website, letter or in-person at counter, providing frontline general planning and zoning information, including purpose and intent of By-law requirements, to a wide variety of customers.
  • Completes zoning compliance reviews for a variety of processes including site plans, real estate inquiries, building permits and business licenses.
  • Reviews Committee of Adjustment applications and prepares comments related to minor variances and consents as required. Assist in preparing agendas and minutes for Committee hearings.
  • Maintains a record of development applications and by-laws. Updates and consolidates the zoning by-laws and the Official Plan text and coordinates map updates with County staff.
  • Participates in the development of Zoning by-laws, including housekeeping amendments.
  • Assists with processing municipal land sales as needed.
  • Maintains and updates the Community Service Branch website information as directed.

Required qualifications

  • Successful completion of a two-year Community College course in Municipal Planning and Development or an equivalent combination of education and planning experience.
  • Must have a valid “G” license.
  • Minimum 1-2 years’ experience in urban or regional planning or related field.
  • Experience working with Geographic Information Systems in a municipal environment is considered an asset.
  • Demonstrates a working knowledge of the Ontario Planning Act and Provincial Policy Statement.
  • Must have strong work ethic with the ability to work independently or with a team.
  • Must be capable of performing physical effort for walking, kneeling, and bending as required.
  • Strong verbal and written communication skills.
  • Ability to interact with the public, contractors, consultants, Council Members and staff in a professional manner.
  • Capable to prioritize varying demands and work independently to meet required deadlines.
