A) JOB SUMMARY

Under the general guidance of the Director, Facilities Operations, the Manager, Protection Services is the leader of the campus security team, responsible for planning, developing and overseeing the College’s security programs to ensure a safe and secure learning and work environment for students, employees and visitors of the College at all campus locations. The position provides oversight of risk and threat management to the College community and stakeholders as it pertains to people and situations. This role manages the day-to-day security activities of the College, while ensuring compliance with applicable legislated requirements and College policies and procedures to optimize public safety and security.

The position also assists with emergency management activities for the College and acts as a strategic advisor on multiple committees and teams.

B) REPORTING RELATIONSHIPS

The Manager, Protection Services reports to the Director, Facilities Operations and supervises two college Security Specialists.

C) ESSENTIAL JOB FUNCTIONS

  • Provides primary oversight of and response to personal safety and property security
  • Oversees college Security Specialists, contracted patrol and security services, crime prevention programs, investigations, communications, technology, reports and administration
  • Develops and maintains security programming associated with personal safety and property on College campuses
  • Establishes a framework of security practices, standards and processes and participates as a representative of the departmental team in College-wide activities, providing input into the development of safety and security programs
  • Monitors security program practices to ensure compliance with international, federal, and provincial regulations and College security / risk policies
  • Develops college-wide security strategies, plans, and procedures in consultation with the Director, Facilities Operations and Director Student Affairs; manages the research of best practices, trends and methods; and determines appropriate application of security / risk programs, services and initiatives, based on risk assessment
  • Organizes, directs and reviews the delivery of campus security operations, identifies and addresses future security requirements through risk assessment to determine major security initiatives
  • Develops and implements a risk mitigation plan and communication plan, including breach of privacy and ongoing interactions with the College community, first responders, regulatory agencies, industry partners and other key stakeholders
  • Implements the necessary planning, due diligence and quality controls needed to identify and mitigate security / risks to the College
  • Forms part of the leadership team in critical incident response to traumatic events, partnering with Director Facilities Operations, Emergency Manager and Director Student Affairs
  • Oversees investigations and / or assessments of security incidents, hostile / threatening situations, and other matters of a highly sensitive nature; implements comprehensive processes for identifying and interviewing witnesses, victims, survivors, suspects and others to gather evidence; develops investigation and evidentiary reports to support internal and external stakeholders, authorities, law enforcement and crown prosecutors in internal hearings and / or civil or criminal proceedings
  • Liaises closely with the Student Support Manager(s), Office of Student Support and Director Student Affairs on complex student matters and with Human Resources on complex employee matters related to protection programs
  • Investigates incidents related to the Criminal Code of Canada, Federal and Provincial Statutes, College polices, security, non-academic student conduct and other confidential matters, ensuring that best practice investigation techniques and resources are utilized
  • Investigates privacy breaches and liaises with College stakeholders to ensure adequate protection of personal information and risk to the College; assists in maintaining Camosun’s electronic security systems
  • Represents the College and department on various internal and external committees and teams to provide strategic advice on critical security matters; delivers reports and presentations on security program issues, achievements and key initiatives
  • Provides leadership and direction to SafetyNET : co-leads the Behaviour Intervention Team (BIT) and Threat Assessment Team (TAT).
  • Provides strategic advice to the Director and other senior leaders on safety, security and risk management issues
  • Works collaboratively with the Director and other department members to support a strategic, integrated approach to all program planning, development and delivery related to protection programs
  • Participates in industry organizations to keep current on relevant initiatives and technology
  • Provides training, workshops, and orientation to students and employees on safety and security related matters such as theft prevention, safety planning, risk mitigation, critical incident response and trauma response
  • Provides training to leaders on security practices standards and processes and develops tools and resources to assist leaders in enforcing safe practices amongst employees and students
  • Assumes delegated responsibilities of the Director as assigned

  • Expert knowledge of personal safety issues and the concepts, theories and practices of security management, with emphasis on security systems, fire systems, loss prevention and investigation techniques
  • Expert knowledge of the international, federal and provincial regulations and practices related to security including a thorough understanding of the Criminal Code of Canada, Federal and Provincial Statutes
  • Demonstrated ability to develop organizational policies and procedures to align with College goals and objectives
  • Proven leadership skills and an ability to supervise and motivate employees effectively while promoting a positive, respectful, collaborative work environment
  • Excellent analytical skills and ability to work independently while exercising sound judgment in problem solving, evaluating courses of action and making well-reasoned decisions on complex security matters
  • Ability to think proactively, anticipate, respond and attend effectively to the needs of employees, students and other internal / external customers, seek out possibilities, and develop and implement new ideas

  • F) QUALIFICATIONS

  • Undergraduate degree in a related field such as law enforcement, criminology or justice or a relevant designation such as American Society of Industrial Security, and a minimum of five years’ experience in security management, along with exposure in the areas of risk, privacy and emergency management, or an equivalent combination of education and experience
  • Must hold, or obtain within 6 months of employment, Province of British Columbia Security Worker License with Private Investigator and Security Guard Endorsements
  • 3 years’ experience in conducting security investigations, gathering and documenting evidence and enforcing statutes
  • 3 years’ experience working with electronic security systems such as access control, CCTV and intrusion alarms systems
  • Recent experience developing and leading training in personal safety or other security related programs
  • Recent experience conducting risk assessments (HRVA, CPTED etc.)
