A federal agency responsible for economic development and innovation is seeking a Senior Business Analyst (Level 3) to support a broad portfolio of IT modernization projects. The successful candidate will help replace outdated legacy systems with modern, agile, and interoperable technology solutions. Working within a Business Analysis Centre of Expertise (BACoE), you will provide specialized expertise to support compressed delivery timelines and the adoption of modern delivery approaches.

Responsibilities
Requirements Management: Elicit, analyze, validate, document, and prioritize solution and transition requirements, including functional and information requirements and business rules.
Process Modeling: Model "As-Is" (current state) and "To-Be" (future state) business processes at a detailed level to guide system design.
Traceability: Perform requirements traceability between business analysis artifacts, program goals, and delivery artifacts such as design components and test cases. Strategic
Alignment: Support the development of business cases and options analyses to ensure projects are aligned with the organization’s long-term vision and goals.
Collaboration: Partner with technical delivery teams, subject matter experts, and private sector technology partners to define desired IT solution states.
Solution Assessment: Perform project-level solution validation to ensure IT deliverables effectively meet the identified business needs.
Knowledge Transfer: Provide ongoing functional and technical knowledge transfer to client staff through documentation and training sessions.

Qualifications
Experience Level: Senior Level 3, requiring 10+ years of professional work experience as a Business Analyst within the last 15 years.
Public Sector Expertise: Demonstrated experience delivering business analysis services for Canadian federal departments, agencies, or Crown Corporations.Technical Skills: *
Proven experience using purpose-built requirements management software for lifecycle tracking and traceability.Experience developing formalized business analysis models, including information models and business/system interactions.
Professional Designations (Highly Desired): Preferred certification from the IIBA (e.g., CCBA, CBAP) or PMI (e.g., PMI-PBA).
Security Clearance: Must hold a valid Reliability Status clearance.
Language: Fluent in English (advanced level) with the ability to understand basic French to participate in bilingual meetings.
