What you’ll do

Reporting to the Executive Director, Employee Experience – together with your dyad partners, BCEHS’ Director of Employee Health and Wellbeing and Director of Diversity, Equity and Inclusion (DEI) and in collaboration with PHSA’s People Experience team – this role will help propel BCEHS towards creating a workplace where people are cared for, valued, seen, heard, and supported to thrive, to learn, and be healthy.

Specifically, the Director of C&L is responsible for advancing elements of BCEHS’ new People Plan through a range of programs including employee engagement, recognition, onboarding and offboarding, leadership training, coaching, mentorship, performance, succession planning, and more. A trusted advisor for leaders at all levels, your team of managers and specialists will drive inclusive and impactful programs designed to support, develop, retain, and celebrate BCEHS employees.

High level accountabilities for this role include :

  • Develops, evaluates, and leads Employee Experience strategies, initiatives, programs, and processes in support of building a diverse, inclusive, and people-centred culture.
  • Establishes and leads a new Culture & Leadership team responsible for BCEHS-wide OD and LD programs.
  • Partners with leaders in Indigenous Health, HR Services, Talent Acquisition, Labour Relations, Learning, and other teams across BCEHS and PHSA to align service delivery with organizational goals.
  • Develops strategy for the delivery of integrated services including surveys, reports, workshops, focus groups, presentations, forums and other events, learning, coaching, and support.
  • Oversees employee engagement plan based on transparency and accountability, utilizing emergent tools with regular cadence. Reports feedback and works with leaders to create and communicate action plans; regularly measures, reports and evaluates impact.
  • Ensures development of strategic map for end-to-end employee lifecycle, including meaningful touchpoints that increase retention and contribute to creating BCEHS’ employer value proposition. For example :
  • Using an inclusive and collaborative approach, ensure a people-centred recognition strategy.
  • Work in partnership to review and advance onboarding and 30-60-90 day programs.
  • Embed stay conversation framework designed to implement critical feedback.
  • Develop consistent model for exit data collection and assessment to ensure a supportive and compassionate exit program.
  • Oversees delivery of LD and OD curriculum and offerings, including a new succession planning program designed to increase leadership readiness in assuming current and future opportunities across BCEHS.
  • Drives the advancement of leader performance including annual goal setting and regular development conversations that support two-way feedback.
  • Identifies and builds strong relationships with internal and external partners to deliver and support high impact LD, OD and engagement strategies.
  • Ensures consistent reporting designed to measure progress and connect to overall KPIs, scorecards and dashboards for a range of audiences including senior executive leadership, board(s) of directors, union partners, Ministry of Health and other internal and external partners.

What you bring

Qualifications

  • A level of education, training and experience equivalent to a Master’s degree in Organization Development, Social Work or a related HR / Health discipline plus ten (10) years’ of related human resources experience including at least five (5) years at a senior leader. Professional coaching certification is preferred.
  • Training in large group change methodologies and engagement strategies is required.
  • Training or certification in DEI is a strong asset.
  • Training or certification in trauma-informed practice is an asset.
  • Skills & Knowledge

  • Proven expertise in knowledge and delivery of culture transformation.
  • Demonstrated excellence in team development theory, practice and facilitation.
  • Strong understanding of OD theory, and OD consulting principles, practices and methodology.
  • Demonstrated ability to work effectively within a diverse, complex, matrixed, and often ambiguous organization to provide leadership for advancing change.
  • Innovative thinking with a fresh focus on continuous improvement and HR best practices.
  • Knowledge of relevant legislation, collective agreements and union / management relationships.
  • Proficiency in assessing and measuring intervention effectiveness.
  • Advanced skills in change leadership and consultation.
  • Outstanding listening, collaboration and team building skills combined with an ability to lead with both courage and humility.
  • Ability to build strong relationships with key internal and external partners including employees at all levels, government agencies, union partners, and other programs and health authorities.
  • Expertise in conducting research studies and / or publishing papers in academic journals.
  • Excellent oral and written communication skills, with a variety of audiences internally and externally to the organization.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan : A First Nations Case Study - and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety including oversight and commitment to education strategy.
  • Collaborates with peers to ensure Indigenous-specific Anti-racism and ICSH are applied holistically through department as whole.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have : knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
  • Job Type :  Regular, Full-Time

    Salary Range :  $113,195 - $162,718. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan.
