In Your Role You Will

  • Recruit, screen, hire and evaluate performance of program managers in compliance with established policies and objectives of the agency and contributions in attaining objectives; take disciplinary action when required.
  • Monitor the service delivery of staff, professionals, volunteers and others individuals involved in front line work to ensure quality of care; coach and mentor managers, and lead and participate in team building activities; provide support to program managers with program operations.
  • Provide human resource generalist expertise and consultation on complex personnel matters.
  • Manage complex program and public relations issues.
  • Attend meetings of the provincial management group.
  • Participate in establishing operational procedures, rules and standards relating to employees, financial disbursements, and accounting requirements that comply with agency policy, current standards and legal requirements; coordinate and monitor outcome evaluation, quality improvement and safety protocols and procedures.
  • Contribute to developing agency policies and procedures by participating in agency planning, policy-making and other committees; involves and leads programs in governance initiated activities such as strategic planning, new initiatives, and community development activities.
  • Develop and establish standards and accountability / control mechanisms for assigned areas of responsibility.
  • Ensure programs and managers comply with policies, procedures and values of the agency, and use best practices when supporting persons served.
  • Ensure all professional, licensing and / or other accreditation requirements meet legal, regulatory. and other requirements.
  • Establish and implement short and long term goals, objectives and operating procedures; monitor and evaluate program effectiveness; effect changes required for improvement.
  • Plan, develop and implement strategies for generating resources and / or revenues; lead in the development of new programs and services through proposals, changes to existing programs, and / or collaboration with community partners.
  • Determine budgetary, operational and organizational requirements related to assigned responsibilities; prepare and write funding proposals; oversee development and management of annual budgets of programs in the division and perform periodic cost and productivity analyses.
  • Review activity reports, critical incident reports, financial statements and other documentation to determine progress and status in attaining objectives; revises objectives and plans in accordance with current conditions and document in quarterly reports to the Executive Director.
  • Provide comprehensive written annual reports to the executive director that address i) operation of current programs and their compliance with agency policy, contract terms, externally imposed standards, and legal requirements, ii) the implementation and review of long-term plans, and iii) any other issues related to the region’s achievement of their mission.
  • Advocate effectively for persons served.
  • Represent the agency at various inter-agency forums, as well as to the media, government agencies, families / caregivers, funding bodies, and / or the general public / local community; network with other agencies, organizations, individuals and community groups for the benefit of the persons served and program, including participation on community boards, committees and professional groups.
  • Participate in and network with the community through inter-agency meetings, working groups, and / or special partnership projects.
  • Ensure managers utilize practices that promote the health, welfare, safety and security of persons served and staff.
  • Comply with and utilize appropriate crisis prevention and intervention standards and practices.
  • Operate motor vehicles safely and legally while transporting persons served or on WJS business.
  • Provide on-call and emergency coverage on pager or cell phone as required.
  • Perform miscellaneous job-related duties as required.
  • Prior to confirmation of employment all applicants must provide a current (dated within 6 months of hiring date) Criminal Record Check and Ministry Check. These checks can take up to 6 weeks to obtain, please ensure you prepare accordingly.

As An Ideal Candidate You Possess

  • A degree in one of the humanities, social sciences or related field with educational preparation for the roles of manager and administrator.
  • Three to five years in a similar management or human resources generalist position
  • Must have specific experience with financial and human resource management.
  • Other combinations of education and experience may be considered.
  • Other Requirements :

  • Current WCB Occupational First Aid, Level 1 and CPR certificates required.
  • Experience with basic sign language and / or alternative communication strategies training or experience an asset.
  • Valid Class 5 Driver’s License and clean driver’s abstract with a reliable, safe vehicle (including appropriate insurance)
  • A physician’s note confirming suitability, including a negative tuberculosis screening test
  • Knowledge of MCFD (Ministry of Children and Family Development), CLBC (Community Living BC), Aboriginal Operational Practice Standards and Indicators and Child Care Licensing Regulations.
