The Payroll & Benefits Section is part of the CFO and Secretary-Treasurer's Department and is responsible for the accurate and timely generation of pay, and the administration of group life, extended health and dental benefit plans for all employees of the Winnipeg School Division. The Payroll & Benefits Section also generates monthly payments to retirees of the WSD Pension Plan, and to recipients under the Disability Income Plan. The WSD has a significant number of employee groups, with varying payment cycles; resulting in a large number of regular and special pay runs on an ongoing basis. A variety of extended health and dental plans are provided for different employee groups, resulting in a large number of plans and plan providers.
We are seeking a highly organized and experienced Payroll and Benefits Assistant Manager to join our team. Under the direction of the Payroll and Benefits Manager this individual will play a key role in overseeing payroll and benefits processing, ensuring compliance with provincial and federal guidelines, and supporting the development and performance of the payroll team. The Assistant Manager will directly supervise the Senior Payroll Specialist and provide coaching, feedback, and formal development for a team of eight Payroll Specialists and one Benefits clerk.
Responsibilities may include but are not limited to :
- Supervise Senior Payroll Specialist, providing regular feedback, coaching, and performance management.
- Lead, mentor, and develop a team of eight Payroll Specialists, delivering formal feedback and supporting professional growth.
- Conduct regular performance reviews, set goals, and identify training needs for the team.
- Foster a positive and collaborative team environment, encouraging high standards of accuracy, efficiency, and professionalism.
- Oversee end-to-end payroll processing, ensuring accurate and timely payroll cycles for multiple employee groups.
- Monitor payroll operations to guarantee compliance with federal and provincial regulations.
- Oversee the administration of employee benefits programs, including health, dental, life insurance, and disability benefits.
- Coordinate with benefits providers to ensure timely processing of enrollments, changes, and terminations.
- Ensure adherence to payroll and benefits policies and maintain compliance with applicable labor laws and regulations.
- Prepare and review payroll and benefits reports, reconciling data and resolving discrepancies.
- Identify opportunities to streamline payroll and benefits processes for increased efficiency and accuracy.
- Work with the Senior Payroll Specialist to implement new systems or enhancements, ensuring staff are trained on changes.
