Your Opportunity to Lead and Make an Impact

The District of Highlands is seeking a Chief Administrative Officer (CAO / CFO) to assist Council and manage the complex daily operations of one of Southern Vancouver Island’s unique and desirable municipalities. This is a rewarding opportunity for a people-centered authentic leader who is open minded, personable, and innovative.

The Role

As CAO, you will play a pivotal role in supporting Council’s vision and priorities while ensuring efficient municipal operations. You will oversee a professional team which includes seven staff members, contractors, a Fire Chief and a paid on-call volunteer fire department. As CAO, you will also manage financial operations and the annual operating budget of $4 million.

What You Bring

We are looking for an accomplished, forward-thinking local government leader who is passionate about community service and sustainability. You are an astute, progressive, and authentic leader; you are a motivator of people with the strategic, business and leadership skills to operate successfully in a complex small community and local government environment. You should have a deep understanding of the principles of good governance, as well as the ability to build consensus and collaborate effectively with elected officials, Indigenous communities, stakeholders, and residents.

You will ensure that the organization continues to provide first-rate services while preserving the natural beauty and rural character that define the District.

The ideal candidate will have :

  • A minimum of five years of senior leadership experience in local government or a related field.
  • A bachelor’s degree or equivalent education in public administration, business, finance, or a related discipline.
  • Strong leadership, financial management, and strategic planning skills.
  • Excellent interpersonal and communication abilities , with a proven ability to engage with elected officials, staff, and community stakeholders.
  • A deep understanding of municipal governance, public administration, and financial stewardship .
  • A commitment to collaboration, innovation, and sustainability .
