Nature and Scope of Work
This is specialized technical and administrative work in reviewing plans and specifications accompanying applications for buildings regulated under Part 3 of the BC Building Code and applicable codes, acts, bylaws, standards and regulations. The focus of the work is larger and more complex buildings such as hospitals, schools, assembly and high rise residential and mixed use buildings. An incumbent of this class provides technical information and assistance to property owners, contractors, engineers, architects and other municipal staff on matters related to the application; discusses plans, proposed projects and non conformance issues with applicants and others as required; clarifies problem areas; aids in finding solutions to areas of non-compliance; interprets and explains Codes, bylaws and regulations and makes recommendations for revisions. An incumbent also assists with coordinating the processing of building permit applications through City departments and assists with work at a Plan Reviewer 1 and 2 level. Work is performed under minimal supervision and considerable independent judgment and action is exercised in the technical aspects of the work and in the interpretation of the Code and regulations. Unusual or policy matters are discussed with a superior who also reviews performance on the basis of the quality and consistency of the service provided to the department and external clients.
Illustrative Examples of Work
- Reviews plans accompanying applications for permits to construct, alter or make additions to Part 3 complex assembly, industrial, institutional, commercial and residential buildings and structures to ensure that proposals comply with the BC Building Code and applicable codes, acts, bylaws, standards and regulations, fire prevention and life safety requirements; and provides support in reviewing Part 9 applications including single family dwellings, accessory buildings, signs and other permit types.
- Provides customer service on a wide variety of topics in the construction and development industry; discusses plans, proposed projects and non conformance issues with applicants, property owners, architects, engineers, contractors, building inspectors and fire department staff as required; clarifies problem areas; interprets and explains applicable sections of the BC Building Code, City regulations and bylaws; makes suggestions and discusses possibilities to revise plans for conformance; and discusses more complex issues and technical matters with a superior.
- Provides assistance to departmental staff engaged in plan review matters and participates in the development of departmental and inspection staff in matters related to interpretation of the BC Building Code, practices and policies.
- Assists in coordinating the processing of applications through relevant City departments to ensure that the necessary approvals and recommendations are obtained in a timely fashion and liaises with relevant departments to facilitate the process.
- Liaises with City inspection staff and contractors during building construction regarding Code interpretations, substitutability and equivalency of building materials; processes revisions to approved plans; and assist inspection staff on project sites as required.
- Assists with the work of one or more Plan Reviewer 1's and 2’s as required; and performs work at the Plan Reviewer 1, 2 and 3 level.
- Prepares reports and maintains correspondence, files, records and reports related to the work in accordance with the City’s records management protocol.
- Performs other related technical and administrative work as required.

Requirements
Requirements Thorough knowledge of principles and practices related to the trades inspectional field of responsibility. Thorough knowledge of the relevant municipal bylaws and provincial regulations, codes and standards. Considerable knowledge of the departmental policies, procedures and practices related to the work. Ability to understand, interpret and apply the BC Building Code, bylaws, regulations, plans and specifications, to recognize technical requirements and to suggest changes and corrections as required. Ability to plan, assign and supervise the work of subordinate staff. Ability to read, understand and interpret plans and specifications; recognize technical requirements and suggest and enforce changes or corrections as required. Ability to recognize faulty construction or hazardous conditions pertaining to structural stability of buildings. Ability to establish and maintain effective working relationships with a variety of internal and external contacts and to enforce regulations and codes with fairness, impartiality and good judgement. Ability to assist in developing policies and procedures and to prepare a variety of reports related to the work.
