Salary Range : $104,413.40 – $130,530.40 annually

As the Supervisor of Traffic Systems Management in Transportation Services, you will be leading a team that will continue to be highly influential in the way people travel around the Region. In this role, you are part of the Management Team and work closely with a range of colleagues in Transportation and in many other departments, providing recommendations and insights from emerging research, data collection and trends. Your role as the leader of the design and operation of the Region’s traffic signals means that you will be at the forefront of an important component of our community space.

The Role

Supervises the planning and operation of computer-based traffic control systems. Administers data communication networks and provides input into software development. Supervises engineering services relating to signal operation and traffic signal design.

Duties / Responsibilities

  • Supervises Traffic Systems Management Analysts and students. Administers contracts for systems maintenance and studies.
  • Supervises and administers the activities of the Section, including the operation and integration of computerized central traffic control systems, hardware, and communications network.
  • Supervises the maintenance of databases, backups, and logs (on and off-site storage) for traffic control systems and applications, legal logs, and traffic control equipment inventory.
  • Determines methodologies and operational strategies for signal timing optimization, traffic control and signal operation, intersection capacity analysis, and traffic control systems used by staff.
  • Develops and monitors work programs and plans to meet Section objectives.
  • Supervises the monitoring and assessment of traffic control hardware of centralized system and signalized intersections to optimize system performance and traffic flow. Visits construction sites to assess on-street signal operation.
  • Determines design criteria / requirements for traffic control systems expansion / enhancement, including configuration strategies for communication networks. Oversees / coordinates information requests.
  • Supervises and assists with the development of traffic signal design drawings. Approves drawings for inclusion in tender documents.
  • Assists Manager in the development and implementation of long term plans, design standards, operating policies, and procedures related to signal designs.
  • Participates on internal and external committees. Provides technical expertise and evaluations / reviews of transportation impact studies for development proposals / applications and capital projects to other divisional program areas, Design & Construction, Planning, Development & Legislative Services; area municipalities, and consultants.
  • Supervises traffic system related projects and participates on project teams for traffic engineering and transportation planning studies.
  • Prepares technical reports on system operations and planning for the Planning and Works Committee and Council. Conducts presentations to the public, Council, educational institutions, and agencies. Compiles technical evidence for Court.
  • Administers budget for traffic control systems (including hardware / software and traffic control equipment); approves purchase requisitions. Prepares budget forecast and monitors expenditures. Ensures Section equipment is maintained in good working condition. Maintains traffic control asset management data and prepares equipment replacement program and related reports (e.g., disaster recovery, insurance).
  • Exchanges information with Finance and IT, regarding procurement, budget, and to coordinate projects. Provides information to provincial staff, municipal agencies, Police, Fire, organizations, and consultants. Meets with industry and special interest groups. Discusses software and hardware design issues with vendors. Responds to public complaints / concerns.
  • Backs up the Manager and other supervisors as required.
  • Performs related duties as required.
  • Knowledge, Skills, and Abilities

  • Knowledge of traffic engineering principles and practices; intersection geometric design; civil engineering; traffic signal equipment design, installation and inspection; estimating, procurement, and inventory control, normally acquired through a degree in Civil Engineering or post-secondary education in Transportation Engineering Technology or related field, plus progressively responsible related experience.
  • Membership / eligibility for membership in the Professional Engineers of Ontario or the Ontario Association of Certified Technicians and Technologists (OACETT), specializing in Transportation Engineering. Incumbents with CET designation must have or be actively pursuing a limited engineering license (LEL or LET) in Traffic Signal Design.
  • Knowledge of and ability to comply with policies, procedures, collective agreements, design principles and guidelines, construction practices, regulations, and legislation (e.g., Highway Traffic Act, Ontario Traffic Manuals, Municipal Act, Highway and Transportation Improvement Act, health and safety, Highway Capacity Manual, International Municipal Signal Association requirements, traffic by-laws, accessibility).
  • Analytical, research, problem solving, and continuous improvement skills to organize and coordinate the work of supervised staff; develop traffic control strategies, implementation plans, and Section goals; project and monitor budgets; research new technology; and analyze data sets and reports.
  • Knowledge of central and distributed traffic control systems, communication hardware, software and related protocols. Ability to apply technical theories in the analysis and application of solutions for optimizing control of complex traffic signal networks; evaluate detailed numerical analyses from computer simulations of traffic signal timing and network optimization programs; and make decisions on implementation. Computer skills with ability to use software such as Microsoft Office, Access, and GIS.
  • Leadership, human relations, negotiation, and communication skills to supervise, develop, motivate, train, and support staff; negotiate with contractors, consultants, utility and telecommunications companies; conduct presentations and provide technical explanations, instructions, advice, information to staff, other municipalities, public interest groups, and other technical groups / organizations; gain the support, commitment and cooperation of Regional and external staff in achieving objectives; respond to public inquiries; and participate as an effective team member.
  • Ability to read and interpret policies and procedures, hardware and software manuals, engineering / technical journals, design specifications, contracts, reports, impact studies, and legal documents. Ability to prepare correspondence, reports, and equipment specifications using technical language.
  • Ability to travel within and occasionally outside Waterloo Region.
  • Ability to support and demonstrate the Region’s values.
