About the Position

Under the direction of the Manager of Capital Engineering, the Senior Project Manager is responsible for all aspects of administering capital infrastructure projects including planning, budgeting, design, approvals, contract preparation and construction as well as managing engineering consultants retained to deliver any of these services.

Duties & Responsibilities

The duties listed are not meant to provide a description of each and every job performed but only those which represent the core functions of the job.

• Participates in the preparation of the operating and capital budgets for capital linear infrastructure projects and monitors/controls expenditures in accordance with approved funding. This includes completing various funding applications and satisfying the related project/financial reporting as required.
• Prepares requests for proposals for engineering services and participates in the evaluation and selection process for consultants.
• Responsible for in-house design and/or engineering review of capital infrastructure projects including the engagement and oversight of engineering consultants.
• Responsible for the preparation of contract documents in accordance with all applicable legislation and municipal/provincial standards.
• Prepares presentations and reports to Committees, City Council and/or reviewing agencies with recommendations on capital infrastructure projects and/or project-specific topics.
• Administers all aspects of capital projects through construction including contractor negotiations, processing payments, approving change work orders, facilitating/approving design changes and ensuring public complaints are appropriately investigated and addressed.
• Coordinates and oversees consultant assignments for Municipal Class Environmental Assessment projects including facilitation of mandatory Public Meetings.
• Liaise with project stakeholders and reviewing agencies on proposed capital infrastructure projects. This includes preparing applications and securing all necessary approvals (i.e. MECP, MTO, NPCA, MNR, etc.).
• Provide both direct and indirect supervision of staff including assigning, scheduling and prioritization of works, performance review, quality control and mentoring/training.
• Serve as a technical resource to other departments within the City as well as the Engineering division.
• Responsible for in-house design, quality assurance reviews, and sealing plans as engineer of record.
• Manages resources scheduling for design and survey assignments of both engineering projects and other City department priorities.

Supervision

• Direct supervision - two full-time employees and various part-time/co-op student employees.
• Oversight and supervision of consultants is required.

What you need to Succeed...

• University Degree in Civil Engineering, or related field.
• Current certification, in good standing, as Professional Engineer (P.Eng.) with five (5) years of municipal engineering experience.
• Five (5) years’ experience as a direct supervisor, preferably with an emphasis on linear infrastructure engineering design and construction, as well as experience working with various municipal departments, developers, consultants and government agencies.
• Excellent interpersonal and communication skills, including strong presentation skills, with the ability to interact courteously, diplomatically and tactfully with employees, officials, members of the public and members of staff.
• Strong organizational skills to ensure proper work planning and scheduling, as well as the ability to expedite issues to promote effectiveness and efficiency.
• Strong working knowledge and awareness of engineering design standards and best practices as well as all applicable acts and legislations which govern and impact all facets of municipal engineering in Ontario.
• Working knowledge of AutoCAD, preferably AutoCAD Civil 3D is considered an asset.

Salary and Benefit Information

$119,164-$139,405 (2026 rates) plus a comprehensive benefits package, and OMERS pension.
