IT Program Manager – Platform Migration (Financial Services)

Position Summary
We are seeking an experienced Vancouver-based IT Program Manager with a strong background in financial services and Wealth Management to lead a large-scale platform migration initiative. The ideal candidate will possess proven expertise in managing complex technology transformations, engaging cross-functional stakeholders, and implementing organizational change management. Key Responsibilities
Program Leadership & Strategy

• Define, plan, and oversee the full lifecycle of the platform migration program, including initiation, execution, monitoring, and closure.
• Establish program governance, reporting structures, and decision-making frameworks to ensure alignment with business objectives.
• Drive risk, dependency, and issue management with proactive mitigation strategies.

Stakeholder & Change Management

• Engage business and technology stakeholders across operations, compliance, risk, and IT functions to align objectives and expectations.
• Lead Organizational Change Management (OCM) activities, including communication planning, training, and end-user adoption strategies.
• Act as the primary liaison between senior executives, program sponsors, external vendors, and delivery teams.

Technology & Migration Execution

• Collaborate with technology leads and solution architects to define migration strategy, data conversion plans, and cutover approaches.
• Ensure program delivery aligns with regulatory, security, and compliance requirements within the financial services industry.
• Manage third-party vendors, system integrators, and consultants engaged in the migration effort.
• Oversee end-to-end testing cycles (system, integration, user acceptance) to ensure data integrity and functional readiness.

Financial & Resource Management

• Manage program budget, forecasts, and resource allocations across multiple workstreams.
• Track key performance indicators (KPIs) and provide executive-level reporting on progress, risks, and benefits realization.

Qualifications

• Bachelor’s degree in Information Technology, Computer Science, Business Administration, or related field (Master’s preferred).
• 8+ years of IT program/project management experience, with at least 3–5 years in financial services (banking, wealth management, or capital markets).
• Hybrid 3 days on-site in downtown Vancouver
• Worked with multi-year projects of $20M+
• Proven track record leading platform migrations or large-scale system transformations (preferably Broadridge, FNZ, or similar financial platforms).
• Strong knowledge of regulatory and compliance requirements in financial services (e.g., SEC, FINRA, GDPR, SOX).
• Familiarity with Agile, SAFe, and hybrid delivery frameworks in complex enterprise environments.
• Exceptional leadership, stakeholder management, and communication skills.
• PMP, PgMP, or Agile certifications preferred.
