Overview

The Ministry of Children and Family Services funds programs and services to support vulnerable children, youth, families, and individuals to live safely and succeed in Alberta. This includes providing services and resources to protect children and youth from abuse and neglect, and effectively address harm that has placed them in need of intervention. Mentoring and support services are available to youth transitioning into healthy, productive adults. The ministry also invests in community-based groups that support prevention and early intervention services such as Family Resource Networks, youth emergency shelters, and programs that raise awareness and help respond to family violence, sexual violence, and abuse.

This position reports to a Child Intervention Director and is the subject matter expert on Indigenous matters as it relates to the over‑representation of Indigenous children in care. The Manager will provide leadership, advice and operational guidance in the development and / or implementation of Children and Family Services business plan and priorities. The Manager will provide leadership and direction for Child Intervention Services as legislated by the Child, Youth, and Family Enhancement Act, Protection of Children Involved in Prostitution Act, and the Family Violence Act. Supporting the delivery of high‑quality services across the full breadth of social programs, client populations, and communities served by Child Intervention Division, South Central Delivery Region.

The Manager will be responsible for determining the objectives for specific programs and work sites based on business and operational plans. They will also lead development and implementation of administrative procedures and systems for programs and work sites to ensure the effective delivery of services while working closely with regional management team and various internal and external stakeholders.

Responsibilities

  • Leadership and operational guidance at the regional management team level.
  • Accountable for dealing with complex social, political and legal factors that require political acumen enabling enhanced working relationships and partnerships with Indigenous peoples.
  • Delegated and provides cover‑off for the Child Intervention Director or Child Intervention Managers, as required.
  • Lead a team unit of Indigenous Practice Specialists and and an assigned admin while providing mentorship and enhancing their skills through Performance Management and structured supervision.
  • Manage fiduciary responsibility while aligning with regional budget, administrative practices, processes and Director direction.
  • Co‑lead in GOA‑wide Indigenous training and understanding to improve overall outcomes for Indigenous children and families.
  • Ensure proper protocols are honoured when engaging with Elders (cultural connections for children).
  • Key player at tri‑lateral negotiations with non‑delegated First Nations exploring options of service delivery.
  • Work closely with Indigenous and ministry partners to address root causes contributing to the over‑representation of Indigenous children in care.
  • Work closely with other regions, public and private bodies and government to coordinate services for Indigenous children and families.
  • Guide in a regional response to Ministerial Action Requests that contain issues regarding Indigenous matters.
  • Work closely with the regional offices with Permanency Planning, Family Finding and ISC registrations and make recommendations for improvements in serving Indigenous families.
  • Work closely with the Director and make plans of action to address identified priorities.
  • Establish positive relationships with DFNA and IGB stakeholders.
  • Prepare and create plans of action for the Director dealing with First Nations communities converting to Indigenous Governing Bodies.

    Qualifications

    Preferred education is a related degree in Social Work or Native Studies with four (4) years of progressively responsible supervisory and leadership experience in a child protection environment.

    Other post‑secondary considerations are humanities, public administration, child and youth care, sociology, and psychology. Related experiences and / or education may be considered as an equivalency on a one‑for‑one basis.

    Requirements

  • An understanding of, and experience in child intervention practices, quality assurance systems development, and environmental issues impacting the delivery of services to children, youth, and families including Indigenous models of intervention.
  • Proven ability to effectively manage and lead front line staff to achieve organizational goals.
  • Demonstrated leadership skills including strong interpersonal, coaching, and mentoring skills supported by a demonstrated commitment to develop self and others.
  • Excellent communication skills (written and verbal) including excellent mediation and conflict resolution skills. Well‑developed systems thinking, creative problem solving and decision‑making skills.
  • Proven ability to develop and lead collaborative environments through strong relationship building skills.
  • Leadership experience from an Indigenous perspective in moving forward ministry / regional priorities.
  • Extensive knowledge, understanding and experience with Indigenous culture, governance and political dynamics in Treaty 6, Treaty 7 and Treaty 8 (Government of Alberta).

  • Strong leadership skills as evidenced by a track record of accomplishing objectives and achieving results.
  • Demonstrated ability to anticipate, assess, and readily adapt to changing priorities (agility) to meet tight timelines for program, policy, and issues management responses.
  • Experience with facilitating Indigenous training.

    Role Requirements

  • This role requires that you have a valid Class 5 Driver's License and access to a reliable vehicle.
  • This is a Regional position so travel will be required.
  • As per the Health Professions Act successful applicants must : be registered and maintain their registration with the Alberta College of Social Workers (ACSW).
  • Pre‑employments

    The final candidate for this position will undergo an academic verification check and will be required to provide suitable security screening including Criminal Record with Vulnerable Sector and an Intervention Record check. Candidates will provide 2‑3 appropriate supervisory references.
