Work environment

The Transportation Safety Board of Canada (TSB) is part of the core public service administration named in Schedule IV of the Financial Administration Act (FAA) and is also subject to the PSEA. This being said, the TSB is an independent arm's length agency that reports to Parliament through the President of the King's Privy Council for Canada. The organization aspires to be a modern world-class organization that evolves and adapts as it strives to influence changes that advance transportation safety. The TSB has a strong reputation in Canada and around the world.

The TSB is a small organization with approximately 240 employees and 5 Board Members, including the Chair. The organization operates in a decentralized manner through 10 locations across Canada. Employees work in a collegial and collaborative environment.

Intent of the process

The intent of this process is to establish a diversified pool of partially assessed candidates. Positions may be staffed through this process with various tenures, language profiles and / or requirements, location, and security requirements.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education and Occupational Certification profiles

A secondary school diploma or an acceptable combination of education, training and / or experience

AND

EITHER

Valid Canadian certificate of competency with STCW endorsement in one of the following disciplines :

  • Chief Mate unlimited or Master, Near Coastal Voyage or higher;
  • Second-class Engineer or higher

OR

  • Fishing Master, Second Class or higher issued by Transport Canada;
  • OR

    University degree or diploma in a field relevant to the position, combined with at least 4 years of experience in the Maritime Industry.

    Experience - essential for the position

    Experience as Master or Chief Engineer on ships

    OR

    Recent

  • and significant
  • experience in the technical or operational management or inspection of ships
  • OR

    Recent

  • and significant
  • experience the design or construction of ships
  • “Recent experience” is understood to mean in the last seven (7) years
  • “Significant experience” is understood to mean the depth and breadth of experience normally acquired through the execution of a large number of complex and relevant activities over a minimum period of two (2) years

    Various language requirements

    Depending on the need of the organization, profiles include : English essential, Bilingual imperative BBB / BBB and CBC / CBC.

    Knowledge of shipping practices and / or procedures related to commercial shipping.

    Knowledge of Canadian and International marine legislation and related regulations, codes and standards

    Knowledge and understanding of the mandate, authorities, responsibilities of TSB

    Ability to synthesize complex issues and make clear and concise recommendations.

    Ability to communicate orally.

    Ability to communicate effectively in writing.

    A bachelor’s degree from a recognized university

    A master’s degree from a recognized university

    Master Mariner certificate issued by Transport Canada.

    Fishing Master, First Class

    First-class Engineer Certificate of Competency (motor ship, steamship or combined) issued by Transport Canada

    Asset Qualifications – Experience

    Experience in carrying out investigations into marine accidents.

    Experience in managing marine related programs or projects.

    Experience working onboard vessels as an officer in Canadian waters

    Conditions of employment

    Reliability Status security clearance

    Meet the Occupational Health Assessment (Periodic III)

    Possess a valid driver’s license in Canada.

    Agree to deploy to accident sites where there may be exposure to disagreeable and difficult working conditions and to extreme climatic conditions.

    Agree to respond and travel on short notice during and after normal working hours and on statutory holidays.

    Agree to travel within Canada and abroad, including travel by car, rail, ship and air.

    Willingness to be available on standby, on a rotational basis.

    Willingness to undergo TSB required training.
