About the Role :
Under the general direction of the Director / City Engineer, the Manager, Engineering and Construction supervises union and non-union employees in the positions of Design and Construction Engineer, Project Manager, Project Supervisor, Project Technologist, Construction Inspectors, Ontario Land Surveyor, and the Survey field and office staff and is responsible for all aspects of the Engineering and Construction including activities, expenditures, staff, and interactions with the internal and external stakeholders.
What You'll be Doing :
- Manage the Engineering and Construction division which includes the planning, co-ordination, execution and administration of all capital construction projects (excluding Facilities), preventative maintenance contracts, engineering studies and infrastructure masterplans.
- Oversee staffing and budget responsibilities within the division.
- Liaise with various internal and external stakeholders, including the utility companies, government agencies, Committees of Council, other City departments, residents and businesses in order to effectively deliver the division’s workplan.
- Monitor and assess infrastructure needs of the City through capital plan forecasting and prepare and deliver the appropriate annual budgets and long-term forecasts in accordance with the various corporate masterplans and strategic plans.
- Approve, monitor and report on the performance of divisional budgets.
- Formulate terms of reference and requests for proposals firms for various studies, assignments and / or projects.
- Evaluate and make recommendations on the acceptance of tenders, requests for proposals and other public procurements to the Director / City Engineer.
- Evaluate consultant work and advise on contract terms and fulfillment.
- Oversee the approval of designs, specifications, tenders and contract documents, and development agreements to ensure all engineering requirements and servicing costs are properly documented to protect the Corporation’s interest.
- Review engineering standards, policies, and procedures, and make recommendations to the Director / City Engineer, and ultimately City Council.
- Provide technical guidance to other City departments as it relates to infrastructure and land needs.
- Manage and provide guidance to assigned staff on technical and administrative concerns.
- Ensure all work carried out by the division is in compliance with Engineering Best Practices and in accordance with all applicable regulations, codes and standards.
- Provide full support to the Director / City Engineer, including filling in during absences as required.
- Other duties as assigned.
What's Required :
University Degree in Civil Engineering.Minimum Ten (10) years of progressive engineering experience being responsible for the areas of planning, design, construction, and maintenance of Municipal infrastructure.Including Six (6) years of experience as a direct supervisor, preferably in a Municipal engineering setting with an emphasis on design, and supervision of infrastructure projects, and experience working with various Municipal departments, developers, consultants and government agencies.Current Professional Engineer (P.Eng.) Certification, in good standing.Excellent interpersonal and communication skills, including strong presentation skills, with the ability to interact in a manner that is courteous, diplomatic and tactful at all times.Strong organizational skills to ensure proper work planning and scheduling, and the ability to expedite issues to promote effectiveness and efficiency.Strong analytical, problem identification and solution development skills.Proven ability to negotiate in all facets of Municipal infrastructure management work.Strong knowledge and awareness of the applicable standards, acts and legislations which govern and impact Municipal engineering in Ontario.Proven completion of Ministry of Labour Supervisor Health & Safety Awareness Training.Demonstrated commitment to enhancing a safety culture and a culture of continuous improvement.#J-18808-Ljbffr
