As a Senior Consultant, you will have the opportunity to work alongside our qualified team and gain valuable experience in the renewable energy and energy storage industries. You will be exposed to a wide range of projects, including renewable energy procurement bid management support and compliance management of the labour requirements for the Clean Technology Investment Tax Credit (“CTITC”).

Company Description

Compass is a boutique management & engineering consulting firm based in Toronto, ON, that is mission driven and focused on providing compliance, strategic, technical, and economic support to the renewable and clean energy marketplace throughout North America. Our clients include renewable energy developers, investors, and engineering procurement and construction (EPC) firms, building owners and power users who rely on Compass to help them understand and mitigate risk associated with renewables and energy storage development.

Over the last 7 years Compass has supported the submission of over 1.5 GW of successful projects across 130 renewable energy projects in RFPs across North America. As the market for renewables procurement continues to expand across North America, our focus continues to be supporting clients in understanding, preparing, and exceeding minimum requirements for their bid submissions.

Over this past year, Compass has started supporting clients’ compliance with the labour requirements related to the CT ITC. Compass has a unique history of similar compliance support with the Domestic Content program under Ontario’s Feed-in Tariff program, rounds 1 and 2. The CTITC incentivizes the deployment of renewables and energy storage in Canada by offering an up-to 30% refundable tax credit for investments in eligible projects. The labour requirements consist of two compliance obligations for covered workers : 1) prevailing wage requirement, and 2) apprenticeship requirement. The CTITC is an important piece of the project’s economics and will be available for renewable energy projects for the next decade.

Role Description

This is a full-time hybrid role as a Senior Consultant at Compass Energy Consulting. Under the direction of the Director, Consulting & Operations, the successful candidate will have responsibility for supporting Compass’ clients in compliance with the labour requirements related to the CTITC for multiple technologies across Canada and bid management support services related primarily to utility scale solar and wind procurements across Canada and in the Northeastern US.

The successful candidate will :

  • Implement structured approaches to ensure compliance is well-organized and well thought out from start to finish prior to engaging with a client
  • Maintain consistent formatting across documentation that is professional and clean
  • Have strong presentation skills which will enable them to clearly present solutions to clients
  • Be comfortable conducting research and analysis to establish a good understanding of the business at hand
  • Have an interest in examining and streamlining processes in order to make them more efficient

CT ITC Labour Compliance Support

  • Review and understand complicated regulatory documents including the Fall Economic Statement Implementation Act , 2023 (the “Act”), which describes the implementation and requirements of the CTITC
  • Review collective bargaining agreements to establish prevailing wage benchmarks across the on-site labour supply chain for each unique covered worker role / classification
  • Communicate with clients and their contractors to understand project specific details, establish technology specific eligible property, and request documentation, where applicable
  • Prepare CTITC Compliance Plans that describe the labour requirements, set out a structured approach to meet the requirements, and a plan to document the process so that evidence is maintained in an audit binder for future reference
  • Conduct monthly compliance auditing by reviewing hourly wage and labour hour records submitted by contractors, tracking determinations for future reference, and authoring monthly compliance reports that identify any gaps in compliance
  • Establish organized data management approach to maintain evidence collected, which will ultimately form part of the compliance audit binder
  • Bid Management Support

  • Review and understand complicated procurement documents and distill the requirements into easy-to-understand items that can be shared with clients
  • Implement a structured approach for a successful and well-organized bid response by summarizing requirements in an organizational tool, along with logistics for the submission, bid schedule, and specific milestone deadlines
  • Prepare questions and clarifications to be submitted to the procurement team to get ahead of misinformation and misinterpretation
  • Integrate feedback and insights through FAQs or Q&As from the RFP host
  • Highlight long lead time items that are required for the bid submission
  • Gain access to and familiarize yourself with the bid submission portal well in advance of submission deadlines in preparation to submit the bid proposal(s)
  • Maintain support, guidance, and quality control through regular communication with clients, on an as-needed basis, whether bi-weekly, weekly, or daily as the deadlines approach
  • Ensure milestone deadlines are met by setting strict but reasonable internal deadlines and maintaining communication with clients through follow up emails, phone calls, and / or in-person meetings, as applicable
  • Strategically develop the bid response to maximize performance against any provided scoring matrix and / or evaluation protocols
  • Draft content, where required, based off of internal or third-party reports and development activities achieved to date or planned
  • Promote client as a leader in the renewable energy industry by highlighting its strengths and experience in written narratives, which we will align with the goals / requirements of the procurement
  • Desired Skills & Expertise

  • Must be self-driven, highly motivated & able to work with minimal supervision
  • Fluency in Word, Excel, PowerPoint are extremely important
  • Experience with creating and implementing data management and document control processes
  • Excellent interpersonal, written and verbal communications skills
  • Ability to manage both “up and down” within an organization
  • Ability to manage multiple projects and priorities simultaneously
  • 3 - 5 years relevant industry experience in North America
  • Experience in a client facing role
  • Knowledge of renewables and clean energy technologies, mainly solar and wind is an asset
  • Knowledge of the Ontario, Saskatchewan, & New York electricity sectors and marketplaces is an asset
  • Fluent French speaker is an asset
  • Proven track record of excellence
  • Demonstrated ability to work in a team-oriented environment that allows for collaboration
  • Work Environment

    Compass offices are in downtown Toronto at CSI Spadina. The CSI Spadina Office Space

    boasts a fun, inclusive atmosphere where you will be able to expand your network with likely minded individuals. We provide for a flexible work environment including remote working 1-3 days per week. For the first few months, more in-office time is expected as you get comfortable with the role. There will be occasional in-person team meetings.

    Typical Day

    At Compass, your daily activities will include supporting our clients in their CT ITC labour compliance, which may include drafting compliance plans, conducting compliance monitoring, or collecting evidence for the compliance audit binder.

    Your daily activities will also include supporting our clients in preparing their bids for submission to various renewable energy procurements, which may include reviewing procurement documents and summarizing key takeaways, distilling the complex procurement requirements into an organizational tool, conducting regular check-in meetings with clients to review progress on a bid submission, tracking the progress in the org tool, and / or drafting templates and content for bid deliverables.

    Marketing and business development is an important aspect of a consulting business. Your role will likely include supporting the drafting of marketing content, researching potential leads, and conducting initial outreach. You will be expected to review and summarize procurement opportunities across Canada and the US for marketing email campaigns, which aim to educate potential clients about these opportunities and where Compass can provide support. Research will be conducted regularly to identify new potential clients for both CT ITC labour compliance support and bid management support.

    Compensation

    This position will include a base salary as well as an annual performance bonus. Compass provides basic health insurance coverage and a cell phone allowance.
