Competition # HW24-167E Department Engineering and Information Services Primary Function

As a key team member in the initiation and / or management of water, wastewater and stormwater capital projects or water and wastewater treatment facility infrastructure at Halifax Water, the Project Engineer provides leadership in Halifax Water by delivering services that protect public health and the environment through the delivery of capital projects. Reporting to the respective Manager, the Project Engineer is responsible for the provision of professional engineering and project management services for a wide range of capital projects related to water, wastewater and stormwater infrastructure.

Duties & Responsibilities

  • The Project Engineer (Infrastructure Planning) will mainly focus on the planning of projects in support of Halifax Water’s long-term plan as established by the Integrated Resource Plan.
  • The Project Engineer (Capital Project Delivery) will mainly focus on the delivery of projects established in the Infrastructure Master Plans and / or projects generated from asset renewal practices and programs from the Integrated Resource Plan.
  • The Project Engineer (Treatment Facilities / Process Engineering) will mainly focus on the delivery of projects in support of Halifax Water’s long-term plans specific to working in Water and Wastewater Treatment Facilities.

Minimum Qualifications

Education and Experience

Education :

  • Post-secondary degree in Engineering (Civil, Mechanical, Process or Environmental) with Professional Engineer (P.Eng.) designation.
  • Experience :

  • Minimum five years of progressively responsible related experience in an engineering field; water, wastewater and stormwater experience and ideally project management experience.
  • Other Requirements

  • Must be eligible for membership with Engineers Nova Scotia
  • Must have a valid NS driver’s license
  • Must be willing to undertake and maintain the following safety training : First AidGlobally Harmonized System (GHS) (Formerly WHMIS)Additional safety training as identified based on legislative and operational requirements
  • Knowledge, Skills and Abilities

  • Knowledge of Provincial Acts, HRWC Regulations, Municipal By-Laws and Policies as related to water, wastewater and stormwater municipal infrastructure.
  • Knowledge of engineering principles, policies, regulations and practices relating to water, wastewater and stormwater municipal infrastructure.
  • Knowledge of national, provincial and municipal engineering procedures, standards, specifications and guidelines.
  • Ability to develop engineering solutions to municipal infrastructure problems.
  • Leadership and interpersonal skills.
  • High level of initiative, and ability to achieve results through effective interaction with other staff.
  • Ability to adapt to change in the work environment.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to work closely and effectively with a broad range of stakeholders, including the public, elected officials, community interest groups, regulators, government representatives, developers, consultants, lawyers and insurers.
  • Strong consultative and negotiation skills.
  • Strong computer / software skills, including the Microsoft suite of office software, spreadsheet development, database development, and other engineering related computer applications.
