:
The Director, Supervision and Monitoring is responsible for designing, executing, and continuously enhancing a robust compliance monitoring and supervision program covering both mutual fund and securities businesses. Reporting into the CCO and AVP, RAS Compliance, this role strengthens trade supervision, advances risk-based monitoring, and provides independent oversight aligned to the Three Lines of Defence model.
What will you do?
- Lead the development and ongoing enhancement of the Tier 2 CIRO trade supervision program for both mutual fund and investment dealer businesses, ensuring alignment with regulatory requirements and industry best practices
- Establish and continuously refine a risk-based monitoring framework leveraging technology to identify advisor conduct risk, control deficiencies, and emerging regulatory issues
- Enhance monitoring and supervision capabilities through automation and data-driven oversight to improve efficiency, consistency, and effectiveness
- Oversee the quality and effectiveness of Tier I supervision, identifying gaps, providing independent effective challenge, and escalating material issues to Compliance and business leadership
- Define KPIs, reporting, and governance routines to track supervisory activities and support quarterly compliance and senior leadership reporting
- Identify, assess, and escalate systemic and non-systemic issues through monitoring, testing, investigations, and complaint reviews, and ensure timely and sustainable remediation
- Provide strategic guidance to stakeholders on regulatory trends, conduct risk, and escalation matters, translating requirements into practical supervision and control expectations
- Lead and contribute to compliance-related projects, transformation initiatives, and continuous improvement of supervision processes and tools
- Build and lead a high-performing supervision and monitoring team, setting clear expectations, investing in development, and ensuring strong technical and regulatory expertise
- Represent the organization in industry working groups and regulatory consultations, supporting regulatory engagement and continuous alignment to evolving expectations
- Support broader compliance program in continuous transformation to adapt to business needs and regulatory requirements, including adapting and leading changes in technology and tools.
What you need to succeed?
- 8+ years of progressive experience in regulatory compliance, risk management, governance, or supervision within financial services
- Post-secondary education (finance, business, law, or a related field preferred)
- Relevant industry courses or certifications (e.g., Canadian Securities Course, IFSE Branch Manager’s Course) are an asset
- Risk-based mindset and an appreciation, proven critical skills
- Proven people leadership experience, with the ability to build relationships, influence change, and operate effectively in a fast-paced, evolving environment
Core competencies
- Strong knowledge of Canadian regulatory frameworks, including SRO rules, Securities Acts, OSFI guidelines, and CSA National Instruments
- Deep understanding of compliance management frameworks, risk assessment methodologies, and governance practices within financial services
- Ability to translate regulatory requirements into practical business controls, supervision standards, and risk mitigation strategies
- Strong analytical, problem-solving, and project management skills; comfortable working with data in a digital environment
- Excellent communication and influencing skills (verbal and written) with strong stakeholder management across all organizational levels
- Ability to navigate a matrixed organization and operate effectively in a fast-paced, evolving regulatory environment
- Demonstrated ability to drive transformation by leveraging technology, automation, and continuous improvement to enhance compliance oversight
