About the position
We are seeking an innovative and dedicated individual to join the Sector Resilience and Strategic Partnerships team within the Cyber Security Division!

Reporting to the Assistant Director - Sector Resilience and Strategic Partnerships, you will work with financial sector participants and stakeholders across the Bank to support:

  • The Canadian Financial Sector Resiliency Group (CFRG), Canada's public-private sector coordination forum focused on systemic operational resilience, crisis preparedness and coordination.
  • The Canadian Financial Authorities Cyber and Technology Forum (CFACT), which brings together federal financial authorities to strengthen cyber and technology risk management, information sharing, and coordinated preparedness activities.
  • The G7 Cyber Experts Group (CEG), an international forum that strengthens cyber resilience, sector preparedness, crisis coordination, and collective responses to emerging risks affecting the global financial system.

This role provides a unique opportunity to develop deep expertise in financial sector resilience, gain insight into industry and government perspectives, and contribute directly to collective action initiatives that strengthen the resilience of Canada's financial system.

What you will do
You will be a member of the Secretariat to support Canadian Financial Sector Resiliency Group (CFRG), Canadian Financial Authorities Cyber and Technology Forum (CFACT), and G7 Cyber Experts Group.

You will support the planning, governance, execution, and continuous improvement of sector resilience initiatives and work with participants across Canada's financial system.

More specifically, you will:

  • Support the secretariat functions of CFRG, CFACT, and G7 CEG, including governance, briefing materials, meeting coordination, and stakeholder engagement.
  • Engage directly with participants from Canada's largest financial institutions, financial market infrastructures, government agencies, and international partners through meetings, workshops, exercises, and collaborative initiatives.
  • Lead program management activities, including workplans, risk and issue management, action tracking, and reporting.
  • Develop executive briefings, presentations, reports, and communications for senior leaders and external stakeholders.
  • Support sector resilience initiatives focused on cyber resilience, operational resilience, emerging technology risks (including artificial intelligence), financial stability considerations, and sector crisis coordination through exercises and preparedness activities.
  • Contribute to the development, testing, and continuous improvement of sector coordination mechanisms used to support information sharing and collective response during major cyber and operational incidents affecting Canada's financial sector.
  • Build and maintain strong partnerships across the financial sector and coordinate sector working groups to advance resilience objectives across Canada's financial system.

What you need to succeed
You are a strong relationship builder with excellent critical thinking, communication, and organizational skills. You thrive in collaborative environments, are comfortable engaging with senior leaders and external stakeholders, and can effectively manage competing priorities in a dynamic environment.

In addition, you have:

  • Experience supporting governance forums, strategic initiatives, program delivery, business analysis, or other analytical functions.
  • Experience building partnerships across multiple organizations, gathering stakeholder requirements, analyzing complex issues, and developing practical recommendations.
  • Experience preparing briefing materials, reports, presentations, and communications for executive and external audiences.

Nice-to-have

  • Knowledge of Canada's financial system, financial stability, wholesale payments, or regulatory and policy frameworks.
  • Knowledge of operational resilience, cyber resilience, crisis management, incident response, risk management, or sector coordination mechanisms.
  • Knowledge of emerging technology risks (including artificial intelligence), third-party risk, cloud services, or critical infrastructure.
  • Cybersecurity experience is not required, as this is a development opportunity.

Your education and experience
Your combined education and work experience demonstrate that you have the competencies and skills for the position. We are ideally seeking candidates with a degree in public policy, economics, information systems, risk management, cyber security, or a related discipline, together with 7+ years of experience supporting governance forums, stakeholder engagement, resilience programs, strategic initiatives, or program delivery.

Language requirement
The Bank’s work environment is conducive to the use of both of Canada’s official languages - English and French. The position language requirement is Level 5 (Fully Functional). If a qualified candidate who meets the language requirement of the position is not found, a qualified candidate who does not meet the language requirement may be considered. Training may be provided to help reach the required level. Both bilingual and unilingual candidates are encouraged to apply.

Hybrid Work Model

The Bank offers work arrangements that provide employees with flexibility, enable high-performing teams, and support an excellent workplace culture. Most employees can telework from home for a portion of each month as part of the Bank’s hybrid work model, and they are expected on site at the Bank location a minimum of 12 days per month to help build connections between colleagues. You must live in Canada, and within reasonable commuting distance of the office.

    • Salaries are based on qualifications and experience and typically range from $111,051 to $130,649 (job grade 17)
    • The Bank offers an incentive for successfully meeting expectations at 7 to 10% of your base salary. The Bank offers additional performance pay (5%) for those who exceed expectations. Exceptional performers who far exceed expectations may be eligible for higher performance pay.

    • Extra vacation days (up to five each year) that you can purchase to add to your vacation entitlement
    • Option to join the indexed, defined-benefit pension plan after 24 consecutive months of service
