Catholic Social Services is currently seeking a 37.5 hours per week, Settlement Counsellor in EDMONTON to join our Immigration and Settlement Services team. Program Overview:


Conduct Needs and Assets Assessments and Referral Services (NAARS) for eligible newcomers, developing personalized settlement plans and connecting clients to community resources. Ensuring follow-ups and reassessments to support successful settlement and integration.


Job Summary:



  • Conduct individual and/or family needs and assets assessments using the National Standardized Assessment Template for NAARS to evaluate client needs and strengths.

  • Utilize the Designated NAARS Service Provider (DNS) model to develop personalized and portable Settlement Plans, ensuring appropriate referrals to services and community opportunities.

  • Provide direct settlement support, addressing immediate needs related to housing, employment, health care, and social services through referrals and service navigation.

  • Conduct formal follow-ups within 3 to 6 months after the initial assessment, reassessing needs as required and adjusting Settlement Plans accordingly.

  • Identify high-needs cases and refer clients to Case Management services when assessments or reassessments indicate a need for intensive support.

  • Ensure client confidentiality in all interactions and documentation.

  • Provide interpretation and translation services as required to facilitate client support.

  • Meet monthly targets related to client assessments, referrals, and follow-ups.

  • Collaborate with internal teams and external partners to enhance service coordination and improve client access to settlement resources.

  • Maintain accurate client records in internal databases, ensuring proper documentation of assessments, settlement plans, referrals, and follow-ups.

  • Participate in professional development opportunities to enhance skills and stay current with best practices.

  • Stay informed on immigration policies and local service trends to provide up-to-date, relevant guidance.

  • Perform other related duties as assigned.


What This Job Requires:



  • Diploma/Degree in human services/Education/Social Work or equivalent

  • Must be proficient in English.

  • Must be able to communicate in Somali and/or Arabic fluently.

  • Certification as a Settlement Practitioner through AAISA is desired and expected within 3 years of date of hire.

  • Two (2) years’ experience working with newcomers to Canada is preferred.

  • Superior knowledge of Canadian social systems: settlement and immigration, health, legal, education, financial, social, housing, and employment

  • Supportive Counselling skills to conduct holistic assessments, set realistic goals and action plans with clients and provide appropriate supports and referrals.

  • Police Information Check including vulnerable sector search, and Intervention Record Check current within six (6) months
