Job description

POSITION SUMMARY

In accordance with provincial guidelines and municipal policy, this position provides leadership to planning, managing and funding the Licensed Child Care and Early Years System across Simcoe County.

As such, this position plans, directs, monitors and evaluates child care service system resources and ensures services are provided in a cost effective, responsive manner, in accordance with the policies of the County and applicable legislation. This position provides advice, direction and guidance to Service Providers who deliver County funded services to children and families.

The Program Supervisor leads existing and/or new community planning initiatives and/or programs intended to support system stabilization, transformation, and enhanced, high-quality services for children and their families. The position works closely with respective school boards and various other interest holders to ensure that school and community based child care spaces are aligned with local need. This position is responsible for developing local strategies for licensed child care and EarlyON Child & Family Centre quality assurance including objectives and processes for measuring/evaluating same.

The Program Supervisor is responsible for developing, implementing and managing the administrative structure for allocating and reconciling funding to system service providers, and for ensuring that programs operate in accordance with Provincial Legislation and Guidelines, and with County policy. Funding streams include, but are not limited to, Canada-Wide Early Learning and Child Care related funding, Local Priorities Funding, EarlyON Child & Family Centre funding and Special Needs Resourcing.

The Supervisor guides and oversees the implementation of various directly delivered programs including Canada-Wide Early Learning & Child Care, Licensed Child Care Fee Subsidy, and Supporting Relationships for Learning Quality Assurance Program respectively. In addition, the supervisor provides support and guidance to external early years programs receiving funding such as EarlyON Child & Family Centres, and Special Needs Resourcing support.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

1. Staff Leadership and Supervision: Provide leadership, supervision, coaching and performance management to assigned staff, fostering a collaborative, accountable and customer focused work environment. Support staff development through training, orientation, workload management and ongoing performance feedback while participating in recruitment, employee relations and workforce planning activities.

2. Portfolio Operations and Service Delivery: Plan, coordinate, monitor and evaluate the delivery of assigned programs, services and initiatives to ensure compliance with legislation, Ministry requirements, County policies, service standards and operational priorities. Allocate resources and workloads to meet program objectives and respond to emerging issues.

3. Program Development, Planning and Continuous Improvement: Lead and support the development, implementation, evaluation and continuous improvement of programs, projects, business processes, policies and procedures. Contribute to strategic planning, service system management, community planning initiatives and corporate priorities.

4. Financial Management and Funding Administration: Monitor and administer assigned program budgets, funding allocations, financial reconciliations and reporting requirements. Analyze financial information, provide recommendations and support the effective stewardship of public funds in accordance with Ministry and municipal requirements.

5. Compliance, Accountability and Risk Management: Ensure compliance with applicable legislation, regulations, agreements, policies and guidelines. Monitor program performance, investigate and address concerns, complaints or compliance matters, recommend corrective actions and mitigate organizational risk.

6. Service Provider and Interest-Holder Relations: Develop and maintain effective relationships with service providers, community partners, government representatives, school boards and other interest holders. Provide consultation, guidance and capacity building support to advance service system objectives and positive outcomes for children and families.

7. Research, Analysis and Strategic Advice: Research, analyze and interpret legislation, policy changes, emerging trends and community needs. Provide recommendations, briefing materials and strategic advice to management regarding program, funding and service system implications.

8. Reporting and Communication: Prepare, review and present reports, briefing notes, business cases, correspondence and presentations for internal and external audiences, including senior leadership, committees, community partners and government representatives.

9. Committee and Project Leadership: Participate in, coordinate or lead internal and external committees, working groups and special projects that support departmental, divisional and community objectives.

10. Corporate Responsibilities: Comply with occupational health and safety requirements, privacy legislation, County policies and corporate standards, and perform other duties as assigned, including redeployment in emergency situations.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

• A diploma or degree in Early Childhood Education. This job may be considered for educational equivalency in accordance with County Policy.

• Current registration and membership in good standing with the College of Early Childhood Educators (CECE).

• Thorough knowledge of child development and early learning principles, including the developmental and educational needs of children.

• Demonstrated knowledge and application of Ontario’s pedagogy for the early years, How Does Learning Happen?

• Knowledge of Ontario Works Legislation as it pertains to Child Care would be an asset.

• Strong knowledge of the Child Care and Early Years Act (CCEYA), Ministry of Education legislation, regulations, policies and program guidelines.

• Ability to provide guidance, support, and oversight to funded service providers and their boards of directors.

• Excellent interpersonal, relationship building, facilitation, and oral communication skills.

• Knowledge of community planning, service system management, and collaborative interest holder engagement.

• Strong knowledge of business planning, risk management, financial management, budgeting, accounting principles, and program administration practices.

• Proficiency in Microsoft Office applications, including advanced word-processing, spreadsheet, and data management skills.

• Valid G class driver’s license and access to a reliable vehicle.

• Satisfactory criminal reference check with vulnerable sector screening.

EXPERIENCE

• A minimum of three (3) years of progressively responsible experience in licensed child care, community development and planning, including business planning, strategic planning, budgeting, and service system development, or other related areas, plus two (2) years of relevant supervisory experience, preferably in a licensed child care setting.

EFFORT

• Will require frequent periods of concentration, mental and visual attentiveness for report writing and analysis, research, and consultation.

WORKING CONDITIONS

• Regular office environment with a requirement to travel within Simcoe County and surrounding area.

• Ability to work outside of regular business hours as required.

• Ability to work remotely if required.
