Job description

The Kativik Regional Government (KRG) is a “supra-municipal” organization with jurisdiction over the territory of Québec located north of the 55th parallel. The KRG is currently seeking to recruit a professional and motivated candidate to work in Nunavik, in the capacity of;

Assistant-Director Compliance and Administration,
Transportation Department
(Permanent full time position)

Reporting to the Director of the Transportation Department, the Assistant Director, Compliance and Administration is responsible for departmental programs ensuring compliance with Transport Canada's aviation regulation TP312, environmental protection, the development of maintenance programs, and the overarching administration of the Transportation Department. The Assistant Director will assist the Director with administrative and performance management for the 14 airports, marine ports, the Usijiit para-transit service, public transit services, and Off-Highway vehicle prevention activities.

The Assistant Director, Compliance and Administration will be responsible for, but not limited to, the following:

  • Responsible for regulatory compliance, planning, sustainability (environment and wildlife management), and administration;
  • Responsible for the drafting and regulatory submission of program documentation — including the Airport Aerodrome Operations Manual (AOM), Emergency Response Plan, Wildlife Management Plan, Safety Management Systems Manual, Aeronautical Publications, training records, and the Plan of Operations during Construction (PCO) — ensuring all are developed, accurate, up to date, and submitted to Transport Canada for approval;
  • Responsible for ensuring all airport exemptions are adequately documented and valid, and for leading new exemption requests;
  • Ensure that all agreements with Transport Canada and the Ministère des Transports et de la Mobilité durable (MTMD) are monitored, amended, and adhered to as described;
  • Responsible for coordinating the regulatory development and approval of capital projects and PCOs with MTMD;
  • Responsible for liaising with Transport Canada regarding SMS audits, leases, and long- and short-term capital investments planning;
  • Negotiate and oversee the renewal of leases/contracts and the delivery of construction permits;
  • Responsible for all Off-Highway vehicle prevention activities;
  • Contribute to the Department's regulatory and administrative responsibilities regarding maritime and para-transit activities;
  • Maintain budgetary expectations and provide status reports related to compliance and administrative programs.




QUALIFICATIONS:

  • Bachelor's degree in Business Administration, Public Administration, Environmental Management, Aviation Management, or a related field; significant relevant work experience in regulatory compliance or airport administration may be considered in lieu of a degree;
  • Minimum of five (5) years of relevant experience in regulatory compliance, environmental management, or administration, ideally within an airport or transportation context;
  • Knowledge of Canadian Aviation Regulations (CARs) and Transport Canada aerodrome standards (TP312) considered a strong asset;
  • Experience with Safety Management Systems (SMS) and related audit processes considered an asset;
  • Experience in environmental protection or wildlife management programs considered an asset;
  • Experience negotiating and administering leases, tender processes, contracts, or construction permits considered an asset;
  • Accredited Airport Executive (AAE) or Certified Member (CM) designation from IAAE Canada considered an asset;
  • Experience working in remote, fly-in, or Indigenous community contexts considered an asset;
  • Excellent organizational, analytical, and decision-making skills;
  • Strong written and verbal communication skills, including report and policy writing;
  • Valid driver's license required;
  • Written and oral working knowledge of at least two (2) of the following languages: Inuktitut, English, and French;
  • Working knowledge of the Microsoft Office Suite, as well as other relevant software;
  • Ability to travel frequently in Nunavik, as well as outside the region.


Place of work: Kuujjuaq or other Nunavik community
Salary: Minimum of $ 120,648 and maximum of $ 165,878
Benefits: Cost-of-living differential: minimum $8 500 annually;
Food allowance: minimum $3 707 annually.
Annual leave trips: minimum 3.
Group benefits including RRSP
Vacation: 30 days annually.
Statutory holidays: 20 days including 10 during the Christmas period.
