JOB SUMMARY

You are responsible for driving and accelerating Council’s strategic housing priorities, including affordable housing, by leading major housing development and procurement programs. You will collaborate with industry partners and internal departments to develop new solutions and policies that support Ottawa's housing goals, ensuring timely implementation of the 10-year Housing and Homelessness Plan, Municipal Housing Pledge, and Official Plan.

Your role includes leading the delivery of new affordable and supportive housing solutions, working with sector partners to manage pre-development and capital projects, and exploring opportunities including leveraging public land to integrate housing with community services. You will navigate complex negotiations with stakeholders such as the Ministry of Municipal Affairs and Housing, Infrastructure Ontario, and financial institutions, while managing financial risks and securing funding from multiple sources.

Additionally, you will provide leadership, expertise and guidance on housing-related policies, programs, and projects, engaging with housing industry representatives, community leaders, and internal partners to ensure the successful implementation of housing solutions.

You are also responsible for managing financial and human resources (including contracted services), and partner relationships.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in urban planning, architecture, engineering, business administration, public administration or other related field

Minimum of 8 years of related experience in city planning and development and/or managing complex projects (for example, in land development, housing development, non-profit housing, real estate), negotiating and maintaining relationships with partners such as City Council, other levels of government, agencies, or private sector organizations, including a minimum of 5 years in the management of human and financial resources

CERTIFICATIONS AND LICENCES

The following certification(s) and/or license(s) is/are desirable:Certified Practitioner Designation (CertCIH) from the Chartered Institute of Housing CanadaOrRegistered Professional Planner (RPP) with OPPI OR Licensed Professional Engineer (P.Eng.) with PEO OR Licensed Architect with OAA is desirable

  • Expert on housing policies and programs, interpretation and implementation of housing legislation

  • Real estate and development finance and economic principles
  • In-depth knowledge of planning and development processes as they relate to residential development of multi-residential design and construction principles and processes

  • Financial, accounting and asset management principles of the Planning Act, Municipal Act, Housing Services Act, City of Ottawa Official Plan, Zoning By-law and Building Code

  • Project management principles and practices
  • The various Collective Agreements in place at the City
  • Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area

  • Must be familiar with applicable health and safety legislation, have of any potential or actual danger to health or safety in the work place, and have of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
