As a strategic leader within the
Enterprise and Public Business
segment, you will guide the end‑to‑end development of high‑value, complex proposal responses. This role is focused on our
Wireline and Wireless
portfolios, including
Mobility and IoT .
You are a pursuit strategist who understands that winning requires more than just good writing—it requires deep analytical rigor and the ability to navigate complex evaluation criteria. You will lead cross‑functional teams to analyze procurement requirements, decode scoring rubrics, and deliver submissions that are both compliant and positioned to win. This is a senior individual contributor role focused on high‑level project leadership, process innovation, and cross‑functional coordination.
Strategic Leadership & RFP Evaluation
Requirements & Scoring Analysis:
Perform deep‑dive evaluations of RFx documentation to decode technical, financial, and operational requirements. Lead the team in understanding the customer’s scoring rubrics to prioritize efforts on high‑impact areas that drive the highest evaluation points.
Win Strategy & Solutioning:
Lead collaborative strategy and storyboarding sessions. Partner with Sales and Technical Architects to translate complex
Wireline, Wireless, and IoT
solutions into compelling, high‑scoring narratives.
RFP Lifecycle Leadership & Management:
Serve as the central authority during the evaluation process, identifying gaps in the solution and ensuring the team addresses the customer’s "hidden" needs and pain points. Establish and maintain key milestones and workback schedules across stakeholder groups and SMEs based on RFP deadlines and internal governance timelines.
Analytical Rigor:
Provide a layer of analytical oversight by comparing current pursuit strategies against past performance and competitor trends to optimize TELUS’s market position.
Cross‑Functional Coordination:
Act as the primary bridge between Sales, Engineering, Product, Legal, and Finance. Possess the credibility and influence to align these diverse groups toward a single, cohesive strategy.
Stakeholder Influence & Coaching:
Articulate business risks and strategic issues to senior leadership. Coach SMEs on how to write for an evaluator, ensuring technical jargon is translated into business value.
Relationship Management:
Build strong, trust‑based networks across the organization to facilitate rapid information gathering and problem‑solving under tight, high‑pressure deadlines.
Editorial Leadership:
Accountable for developmental and structural editing to ensure a "one‑voice" document that seamlessly integrates contributions from multiple stakeholders.
Process & Tool Innovation
Continuous Improvement:
Proactively identify and implement enhancements to the proposal management toolkit, including frameworks for better bid/no‑bid decisions and scoring‑based post‑mortem analysis.
Tool Development & Optimization:
Lead the evolution of our proposal environment using
Loopio
and the
Google Suite . Streamline the lifecycle through library management, automated workflows, and standardized response frameworks.
Asset Management:
Refine response templates specifically for the
Enterprise and Public Sector
markets to ensure they reflect the latest product innovations in
Mobility and IoT .
Qualifications Knowledge, Skills, and Abilities (KSA)
Strategic & Analytical Acumen:
Proven ability to analyze complex procurement documents and lead a team toward a high‑scoring submission based on objective evaluation criteria.
Communication Excellence:
Superior professional writing, editing, and verbal communication skills; ability to influence cross‑functional teams without direct authority. Bilingual proficiency (English/French) is highly desirable.
Segment Expertise:
Strong understanding of the
Public Sector
procurement landscape (tendering law) and
Enterprise
business cycles.
Technical Proficiency:
Expert knowledge of
Loopio, Google Suite
(Docs, Sheets, Slides), and the
MS Office Suite .
Project Governance:
Expert at managing major publications and diverse pursuit teams under demanding, fixed deadlines.
Education & Experience
Experience:
8–10 years of progressive experience in proposal development, professional writing, and strategic project management.
Education:
University degree in Business, Marketing, or Communications. An
MBA
is considered an asset.
Bilingualism:
Fluency in both English and French (written and verbal) is highly desirable.
Certifications:
APMP Foundation level
accreditation is required.
APMP Practitioner/Professional or PMP certification is a strong asset.
Industry Knowledge:
Deep experience in the telecommunications industry, specifically regarding
Wireline and Wireless (Mobility/IoT)
solutions, is highly preferred.
Salary Salary Range: $70,000–$120,000
Performance Bonus or Sales Incentive Plan: 12%
Actual total compensation will be determined based on knowledge, skills, performance, and experience.
