The Team Lead, Finance IMITS PQTO reports to the Manager / Director and is responsible The Team Lead is responsible for the integrity and accuracy of the financial data and reports within the portfolio of projects designated for governance under the IMITS Project Quality and Transformation Office (PQTO) governance by Vancouver Coastal Health (VCH), Providence Health Care (PHC), and Provincial Health Services Authority (PHSA).

This role leads the development, implementation, evaluation and update of project financial tracking process and practices and monitors compliance of project analysts against applicable standards. This role is involved in preparation of financial reporting and provide support in the analysis of complex project financial matters and trends.

The Team Lead provides leadership and direction to PQTO project analysts and coordinates team members and other staff as needed to meet the requirements for project financial tracking and information integrity in order to achieve the highest level of client satisfaction.

Develops and maintains effective working relationships within Corporate Finance Teams and other key stakeholders within VCH, PHC and PHSA. Directly supervises team members, provides guidance and direction as applicable, mentors staff, and assists the Manager / Director with the hiring, mentoring and scheduling of staff and other resources.

What you'll do

  • Ensures financial data is at the highest levels of integrity and accuracy of project financial data.
  • Manages implementation of new accounting standards and monitors various aspects of ongoing compliance with and financial reporting framework.
  • Independently conducts detailed project finical reviews in partnership with corporate finance.
  • Prepares and provides reporting and insights on various accounting and financial issues and trends within the project portfolio.
  • Identifies and proactively manages the areas of greatest risk or concern to project and portfolio financial management. Ensures problem resolution and customer satisfaction through ongoing communication with all levels of stakeholders within the organization and by developing and maintaining productive working relationships with finance teams and health authority partners.
  • Provides leadership, guidance and supervision of staff using effective leadership techniques (e.g., coaching, mentoring, skills and leadership development and performance management). Provides staff training and orientation as required. Participates in staffing decisions related to recruitment, retention, discipline, and termination. Monitors financial resources with respect to operational obligations; takes corrective action as necessary.

What you bring

Qualifications

  • A level of education, training and experience equivalent to a Bachelor's degree, progress towards of completion of an accounting / audit / risk related designation (CPA, CA, CMA, CGA, CIA) is preferred and a minimum of five (5) years related experience. Demonstrated knowledge of accounting standards including Public Sector Accounting Standards, internal controls and financial reporting. In depth knowledge of Generally Accepted Accounting Principles (GAAP) and International Standards for the Professional Practice of Internal Auditing (Standards). Experience in conducting financial reviews and or other reviews.
  • Demonstrated analytical and critical thinking skills, and creativity in developing solutions, audit approaches and recommendations. Proficiency in software applications, such as Microsoft Office and PeopleSoft

  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan : A First Nations Case Study - and how they intersect across the health care system.
  • Supports team members on their learning journey related to Indigenous-specific Anti-racism, Indigenous Cultural Safety and Humility, DEI and anti-racism.
  • Works collaboratively with appropriate Indigenous teams and Diversity Equity and Inclusion departments to ensure holistic application of culturally safe, equitable and anti-racist lenses.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have : Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

    Salary Range : $88,990 - $127,923 / year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
