Reporting to the Senior Compensation Analyst, the Compensation Analyst supports the Board’s job evaluation, classification, compensation, and pay equity programs. The role conducts job analysis and evaluation, performs market and costing analysis, contributes to the development of compensation programs, and provides expert advice to managers and employees on job evaluation, compensation, internal equity, and pay equity matters.

Summary of Duties

  • Conduct job analysis and evaluate new or revised job classifications using established job evaluation systems.
  • Support the administration of the job evaluation program for unionized and non-unionized support staff.
  • Assess job changes and their impact on internal equity, job relationships, and classification outcomes.
  • Participate in Job Evaluation Committees and apply established evaluation methodologies.
  • Review requests for new or revised positions and advise on content, qualifications, and titles.
  • Prepare job postings and maintain job evaluation tools and records (e.g., questionnaires, rationale documents, templates, databases).
  • Conduct costing and financial modelling for salary changes and compensation adjustments.
  • Participate in salary and compensation surveys and analyze market data to support recommendations.
  • Liaise with external organizations to monitor compensation trends and best practices.
  • Support the development, maintenance, and communication of Pay Equity Plans and programs.
  • Monitor organizational changes to maintain pay equity and ensure compliance with legislation and collective agreements.
  • Support grievances, mediations, arbitrations, and tribunal processes related to job evaluation and pay equity.
  • Investigate complaints and prepare required documentation for dispute resolution.
  • Provide advice and guidance to managers, employees, and HR partners on compensation, job evaluation, and pay equity.
  • Ensure accurate implementation of salary adjustments and classification decisions.
  • Prepare reports presentations and supporting documentation related to compensation and job evaluation.
  • Participate in restructuring discussions and joint union-management meetings.
  • Collaborate with People and Culture, Payroll, and other departments to ensure accurate and timely implementation of compensation outcomes.
  • Develop and distribute communication materials, guidelines, and training resources related to job evaluation and pay equity.
  • Participate in compensation, job evaluation, and pay equity projects.
  • Research policies, procedures, and industry practices to support continuous improvement.
  • Contribute to the development and refinement of job evaluation systems and methodologies, salary structures, and compensation policies.
  • Develop and maintain effective working relationships with management, unions, employees, and external partners.
  • Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services.
  • Other duties as assigned.

Qualifications

  • University Degree in Business Administration with a focus on Human Resources with three years of progressively responsible human resources experience supporting compensation programs for a large, unionized public sector employer, or equivalent combination of education and experience.
  • Strong knowledge of compensation systems, point-factor job evaluation methodologies, internal equity principles, and pay equity legislation.
  • Demonstrated proficiency in job analysis, job evaluation, job description development, classification review, and salary administration.
  • Strong analytical, research, and statistical skills, including experience analyzing large datasets and conducting market and compensation research.
  • Ability to develop costing models and perform detailed financial analysis to support compensation decisions.
  • Excellent written and verbal communication skills, including proofreading and editing, with the ability to prepare clear reports, rationales, job documentation, and communication materials.
  • Demonstrated ability to present information clearly and effectively to various stakeholders.
  • Strong problem-solving and conflict-resolution skills, with the ability to handle sensitive matters requiring diplomacy, discretion, and confidentiality.
  • Advanced proficiency in Microsoft Office (Excel, Access, Word, PowerPoint) and HR / payroll information systems (e.g., SAP).
  • Strong project management and time management skills, with the ability to manage multiple competing priorities.
  • Knowledge of relevant legislation, including the Pay Equity Act, Labour Relations Act, Human Rights Code, and Employment Standards Act.
  • Knowledge of records management principles and practices.
  • Proven ability in promoting equitable practices which value inclusiveness and diversity.
  • Special Requirements
