Description

To respond to the priorities of the Government of Ontario through the passage of the Bill 5 Protect Ontario by Unleashing Our Economy Act 2025 the resource may be partially assigned to Bill 5 related projects or initiatives on an as needed basis.

Responsibilities :

Designing developing and implementing front end code including user interface interactions and creating attractive and effective user interfaces Required to translate technical systems specifications into working tested applications. This includes developing detailed programming specifications writing and / or generating code compiling data-driven programs maintaining and conducting unit tests. Resolves and troubleshoots technical problems which arise during the use and operation of software packages including technical assistance in implementation conversion and migrations

General Skills :

Experience in programming and analysis; specialized software package support at the specified experience level Ability to collaborate with IT Professionals throughout the Software Development Life Cycle Experience in structured methodologies for the development design implementation and maintenance of applications Experience in design code test debug and document applications Experience in the use of object and / or third generation language development tools Experience in one or more programming languages Experience in application design latest design patters deployment and troubleshooting Experience with relational and hierarchical database technologies Experience in the use of information retrieval packages using query languages Experience with one or more communications protocols Experience in structured methodologies for the design development implementation and maintenance of applications Experience eliciting and documenting information from diverse business area stakeholders and subject matter experts Excellent analytical problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills A team player with a track record for meeting deadlines

Front End Skills

Knowledge and experience coding and using basic artwork to deliver a complete user interface Experience creating web interfaces for large websites. Experienced with complex large-scale systems Experience with Cross browser compatibility Experience with Responsive frameworks Experience with Social Media APIs Experience defining product strategy and roadmap Experience working with external third parties to assess partnerships and licensing opportunities runs beta and pilot programs with early-stage products and samples and becomes an expert with respect to the competition

Desirable Skills :

Knowledge and experience with programming Internet-ready applications Knowledge and experience in rapid application development (RAD) methodologies Knowledge and understanding of Information Management principles concepts policies and practices Experience with middleware and gateways Experience reviewing analyzing and modifying product installation scripts including encoding testing debugging Ability to provide post-implementation support and resolve any post-implementation technical issues Experience conducting design walkthrough sessions with project team Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards Ability to provide user and system documentation as required

SDK Customization and Web Mapping Development 30%

Experience customizing mapping applications using :

VertiGIS Studio Web SDK (preferred)

Geocortex Viewer for HTML5 SDK

ArcGIS Maps SDK for JavaScript (formerly ArcGIS API for JavaScript)

Experience developing and extending features within web mapping applications using JavaScript / TypeScript and modern frameworks such as React

Proven ability to build and deploy customized GIS viewers and tools tailored to end-user requirements

ESRI Platform and Application Builders 25%

Proficiency with ESRI-based application builders including :

VertiGIS Studio (Web and Workflow) (preferred)

Geocortex Essentials

ESRI Experience Builder and Web AppBuilder

Experience integrating workflows and external services into map viewers

Familiarity with user roles permissions and application deployment within the ESRI ecosystem

Technical and Integration 30%

Experience consuming and interpreting GIS services using :

ArcGIS REST API

ArcGIS Server (including familiarity with publishing services)

ArcGIS Portal (including administration and integration)

Strong skills in web technologies including :

JavaScript / TypeScript

HTML and CSS for UI customization and responsive design

Accessibility 10%

Experience developing and designing intuitive simple-to-use interfaces

Experience developing and coding web UI components that are compliant with the Accessibility for Ontarians with Disabilities Act (AODA) and WCAG 2.0 Level AA

Public Sector Experience 5%

Experience working with the Ontario Public Service (OPS) or broader public sector with a demonstrated track record of delivering value in complex multi-stakeholder environments
