Expert, Human Resources Compliance

Job Summary


The Expert, Human Resources Compliance is responsible for ensuring Human Resources (HR) standards and policies are upheld in compliance with the Canadian regulatory framework. The role supports organizational obligations related to human rights, equity, privacy, and employment standards, as well as associated reporting processes, and provides advice and direction on the handling of workplace complaints and disputes.

The incumbent advises HR and Labour Relations colleagues on reasonable efforts to resolve workplace conflicts and may lead these efforts directly. The role also involves assigning investigation or conciliation mandates to neutral third parties when appropriate and ensuring mandates are carried out in accordance with legislation and regulations. In addition, the incumbent may lead complaint investigations by conducting interviews, gathering and analyzing evidence, assessing credibility, and documenting findings and recommendations, as well as mediating disputes between employees.


Main Responsibilities

Reporting, Advice and Support


  • Partner with HR, Labour Relations, Legal and external service providers to facilitate early and timely resolution of disputes while ensuring compliance with legislation, policies, and collective agreements
  • Provide advice, support, and training to HR and Labour Relations field teams and functional management regarding workplace conflict resolution
  • Oversee the preparation and distribution of reports related to workplace conflicts and complaints to meet compliance and business needs


Conflict and Complaint Resolution


  • Investigate employee allegations of wrongdoing and issue final reports while communicating directly with complainants and respondents on investigation status
  • Act as a mediator to resolve workplace disputes and prepare mediation agreements for signature by involved parties


Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, manage pressure and stress, and be available to work evenings and weekends when required. Minimal travel may be required.


Requirements

Experience – Labour Relations

  • Between 3 to 10 years of experience in HR involving employment standards, human rights, collective agreements, or related regulatory statutes
  • Preference for experience within federally regulated environments
  • Between 2 to 3 years of experience conducting investigations
  • Minimum of 5 years of experience in an office setting
  • Experience interpreting and applying collective agreements and relevant federal employment legislation
  • Experience building strong relationships with stakeholders
  • Experience in grievance arbitration, litigation, and compliance management is considered an asset


Education/Certification/Designation

  • Bachelor’s Degree in Human Resources, Labour Relations, Industrial Relations, or a related field
  • Certificate in Alternative Dispute Resolution*

Technical Skills/Knowledge

  • Knowledge of the Canada Labour Code, Workplace Harassment and Violence Prevention Regulations, and relevant federal legislation
  • Strong understanding of HR and Labour Relations principles and practices
  • Proficiency in Microsoft Office (Word and Excel)
  • Familiarity with systems such as SharePoint, ServiceNow, SAP, performance assessment processes, and grievance tracking systems is an asset
  • Fully bilingual in English and French, with strong written and verbal proficiency, is mandatory
