Scope
Reporting to the Director, Land Development Division of the Engineering Department, the Manager, Development Services will lead a team of professional engineers, technologists, and clerical staff in the processing of engineering land development and building projects.
Responsibilities
The Manager, Development Services will be a results-oriented team player with strong interpersonal, problem-solving, and decision-making skills, have a focus on delivering exceptional service to external and internal customers, and possess excellent written and verbal communication skills.
- Review and accept the off-site servicing requirements and design drawings, and oversee the preparation of Servicing Agreements, legal documents, and financial agreements associated with land development projects.
- Ensure consistent application of City standards, Engineering Department policies, practices, and procedures, applicable Bylaws, and good Engineering practice.
- Investigate new technological opportunities to improve service delivery.
- Monitor project schedules and deliverables, and prioritize as required to meet broader City objectives.
- Ensure delivery of key City strategic initiatives and measures.
- Attend Council meetings, and committee meetings as appropriate.
- Coordinate with other divisions and departments to prioritize and deliver services as well as improve processes.
- Liaises with external agencies and the public to address inquiries and concerns.
- Works closely with engineers in the administration of project work. Qualifications
- Bachelor's degree or Diploma in Civil Engineering or a related discipline.
- P.Eng. designation or eligible for registration with Engineers & Geoscientists of BC is an asset.
- A minimum of 10 years of progressively responsible related experience with extensive municipal construction projects.
- Experience at a management level within a public environment is also an asset.
- An equivalent combination of directly related education, training and experience may be considered.
- Requires an individual who can establish strong and respected working relationships with Developers, Engineers, and Contractors, and is capable of organizing a significant workload along with setting priorities and reviewing the work of staff. Other Information
