PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canadas largest airport for the future of air travelincluding critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.
Testing & Commissioning Manager
The Testing & Commissioning Manager is responsible for leading, coordinating, and delivering all testing and commissioning activities across the Accelerator Program. This role ensures that complex systems and assets are tested, commissioned, integrated, and handed over in full compliance with contractual, regulatory, safety, and operational requirements, while supporting phased delivery and live operational environments.
Key Responsibilities
- Develop and implement the Program-wide Testing & Commissioning (T&C) Strategy, including sequencing, system readiness milestones, and handover requirements.
- Prepare, manage, and maintain Testing & Commissioning Plans, procedures, protocols, and schedules across all Accelerator Sub-Programs.
- Lead and coordinate testing and commissioning activities for complex systems, including but not limited to :
Electrical systems (MV / LV, substations, FECs, ALCMS)
Mechanical systems (HVAC, clean heat systems, boilers, ASHPs)Controls, SCADA, BMS, and integrated systemsAirfield and other operationally critical infrastructureCoordinate closely with Design, Construction, Quality, Safety, Operations, and GTAA stakeholders to ensure commissioning activities align with operational constraints and project schedules.Chair and lead Testing & Commissioning Working Groups, readiness reviews, system turnover meetings, and operational acceptance sessions.Oversee system integration testing, functional performance testing, and end-to-end operational validation.Ensure compliance with GTAA standards, Transport Canada requirements, applicable codes, and contract documents.Manage commissioning documentation, including test records, deficiencies, punch lists, certificates, and final turnover packages.Track, manage, and resolve commissioning issues and risks, escalating through PACT governance where required.Support phased turnovers, interim operations, and early beneficial use where applicable.Provide technical leadership and oversight to commissioning engineers, specialists, contractors, and consultants.Contribute to continuous improvement initiatives, lessons learned, and standardization of commissioning practices across the program.Qualifications & Experience
Bachelors degree in Engineering (Electrical, Mechanical, or related discipline).Minimum 10 years of experience in testing and commissioning of large, complex infrastructure projects.Demonstrated experience commissioning projects within live operational environments.Strong technical understanding of integrated building systems, power distribution, controls, and life-safety systems.Experience working within design-build or progressive design-build project delivery models.Proven ability to coordinate multiple stakeholders and manage complex interfaces under demanding schedules.Familiarity with airport, transit, or similarly regulated infrastructure environments is an asset.Commissioning certifications (e.g., BCxP, CCP, LEED Commissioning) are considered an asset.Strong communication, documentation, and leadership skills.Working Conditions
The position will be based at Toronto Pearson International Airport, with full-time onsite presence required. This position is 5 days per week with core hours of work between approximately 8 : 00am5 : 00pm with 1 hour lunch or as agreed upon with your manager.
