The Cost Analyst (CA) is accountable for providing cost control, analysis and management for construction and maintenance projects being executed at Canada facilities.
The position reports functionally to the Project Controls Team Lead. All duties will be performed in accordance with HSE policies and SPIRIT values.
The CA will utilize his / her expert knowledge of cost control functions related to the monitoring, tracking, and forecasting project costs and budgets. The responsibilities include analyzing and verifying the various contractors' cost reports, in relation to quantities, manhours and baseline budgets, cash flows, manpower plans, histograms, and various quantity and progress curves and advising CMT and PMT of committed, incurred, invoiced, and forecast cost evaluations.
The successful candidate will have working knowledge in all phases of projects from conception to completion. In addition to the organization, this position will work closely with external entities such as contractors, suppliers, vendors and subcontractors. Within and the other organizations, this position interacts and coordinates between multiple stakeholders, including but not limited to Finance, Engineering, Quality Management, Construction Management, Plant Operations & Maintenance, Project Management, Project Controls, Contracts Administration, Procurement, Expediting, Transportation, and Logistics.
The successful candidate will be a subject matter expert in using SAP for cost management. Knowledge of PIMS, SAP, P6, SiteView is also preferred, but not mandatory. All applicants must have a proven track record of working on large scale, complex Oil & Gas construction projects covering all phases and disciplines.
Responsibilities
- Set up and track projects budgets, commitments, and incurred costs and monitor invoiced amounts in SAP / PIMS.
- Monitor, update, control and forecast projects committed, incurred, and invoiced costs.
- Analyze cost data, physical progress data, schedule information, man-hours and field productivity in order to calculate project forecast accurately.
- Prepare reconciliations, monthly reports, trends, forecast at completion estimates, variance analysis, manpower profiles, cash flows and project completion reports.
- Review and evaluate contractors' estimate and change requests and participate in project change management and risk management reviews.
- Coordinate with E&P firm and field construction team to obtain cost estimating and cost controls deliverables for their scope of work and ensure accuracy and timeliness of such deliverables.
- Ensure that E&P cost and other reporting deliverables should include monthly progress report by discipline, KPIs, Earned Value calculations- ., CPI, S-Curve of planned, forecasted and actual man-hours, schedule updates, change log, commitments log, commitments profile, spend profile, monthly forecast and cost variances and contingency log, CWP release profile - plan, forecast and actual.
- Establish and maintain a cost breakdown structure to monitor budgets, committed-Incurred (VOWD)-Invoiced / actual costs, forecasts, spend, changes, contingency for the defined project scope based on the approved cost estimate.
- Review contractor progress reports, manpower plans, and installed quantities tracking to ensure alignment with incurred and forecast cost analysis.
- Process journal entries for financial accuracy.
- Work closely with cost estimating, planning / scheduling, risk management and functional leaders to develop integrated project progress and analysis reports.
- Provide cost input to projects benchmarking and provide related metrics such as rates of progress and manpower densities.
- Provide input for projects estimating and risk assessments.
- Maintain document trail to facilitate internal audits of internal control systems.
- Prepare cost management sections of project documents and support the cost analysis of contractor bids, as required.
- Support the project close-out process, upon project completion.
- Other duties as required and directed by Project Services Lead and Project Services Manager.
