With a decentralized network of 10 client service locations called Centre for Métis Education, Training, and Information Services (METI-Services), as well as mobile service units covering the province, RLI designs and delivers training, and education services to more than 127,000 Alberta Métis.

The Opportunity

The Board of Governors (BOG) of RLI is seeking a Chief Executive Officer (CEO) who is a distinguished professional and a progressive leader who is passionate about advancing the well-being and self-sufficiency of Métis citizens under the Métis Nation of Alberta, now known as Otipemisiwak Métis Government (OMG).

Reporting directly to the Board, the Chief Executive Officer (CEO) works to deliver the Strategic Priorities of the Board while providing leadership to the Senior Management Team and administrative divisions of RLI. Through a Strategic Business Plan, the CEO is responsible for the day-to-day operations of RLI including the oversight of budgets, policies, processes, IT systems, and human resources, as well as the implementation of RLI programs and services, that support the RLI Vision, Mission, and Core Principles and Values.

To Fit the Role

Key Duties :

  • Works with the Board to set strategic direction towards the RLI Mission and Vision.
  • Implements strategic direction through the lens of policy governance and RLI Board policy.
  • Works with the Board and Senior Management Team to prepare RLI for Métis self-government under the new Otipemisiwak Métis Government.
  • Strengthens the RLI mandates in education, training, and research through the periodic review, evaluation, and adjustment of RLI programs and services.
  • Supports the RLI mandates through the strategic allocation of RLI financial, technical, and human resources.
  • Builds organizational and administrative culture to attract and retain human resources.
  • Key Responsibilities :

  • Ensures the internal controls and the financial function of RLI is at optimal levels at all times.
  • Ensures RLI programs, services, and products are responsive to PESTLEC and stakeholder analysis, and are designed to meet the needs of Métis clients.
  • Ensures the Information Technology and Client Data systems observe Métis data sovereignty as per RLI policies and Otipemisiwak Métis Government.
  • Builds private / public sector partnerships, and community relations that support RLI’s mandates.
  • Supports the Métis Education Foundation to ensure it meets its targets / goals in supporting post-secondary endowments.
  • Procures as necessary, federal and provincial funding supports to enhance the objects of RLI and its mandates.
  • Develops reporting methods beyond reproach, to meet, or surpass the accountability requirements of funding agencies, including the Otipemisiwak Métis Government.
  • Builds a highly skilled Senior Management Team and enhances the team services environment throughout the province.
  • Develops and implement annual work-plans or operational plans to meet the measurable goals of RLI business plans, and the key performance indicators under RLI funding agreements.
  • Ensures RLI Vision, Mission, and Values, are clearly understood by RLI staff and are highly visible at all RLI physical locations, office environments, reporting materials, and social media.
  • Proposes ideas, develop concepts, and nurture activities that enhance programming, RLI policy, funding, and RLI recognition.
  • Serves as an ambassador and representative for RLI at all times in the public setting.
  • Represents RLI on committees, task forces and initiatives as mandated by the BOG.

    Education and Experience :

  • Post- Secondary Degree in Management, Finance, Commerce, Accounting, Business Administration, or related studies. A Master’s degree is preferred.
  • Minimum 10 years of proven experience in senior management or executive leadership role; ideally in a non-profit, post-secondary, or Indigenous organization.
  • Extensive and proven experience with board governance processes, strategic planning, annual operational planning, human resources retention, and financial management.
  • Qualifications :

  • Extensive knowledge of Métis history, culture, and issues affecting Métis people
  • Comprehensive knowledge of the Métis Nation of Alberta and / or Otipemisiwak Métis Government, Métis governing structures, and their objectives.
  • Deep understanding and experience in all operational areas of responsibility including Finance, Accounting processes, Human Resources, IT and other Corporate Services and Administration.
  • Prior work experience with an Indigenous setting, political leadership, or non- profit organization is considered an asset.
  • Proven track record of building collaborative partnerships with a variety of internal and external stakeholders, including government, partners, and Indigenous community.
  • High level of political awareness, cultural sensitivity, and professionalism in interactions with internal and external stakeholders, elected representatives, and community.
  • Exceptional strategic planning skills, including an ability to establish short- and long-term plans to meet key objectives of projects and initiatives.
  • Demonstrative management style that actively promotes involvement with senior staff with an emphasis on empowering teams.
  • Excellent analytical and critical thinking skills with the ability to identify issues and implement creative and strategic solutions to overcome problems.
  • Sensitivity to the political environment and strong political acumen to manage those sensitivities.
  • Demonstrates high level of integrity, ethics, and professionalism, and ability to adhere to strict confidentiality of sensitive information.
  • Extensive budgeting and forecasting experience; ability to read and criticize financial reporting.
  • Ability to communicate diplomatically; a clear and concise communicator who can build trust by presenting ideas clearly while listening effectively to others.
  • Exceptional written and verbal communication, interpersonal and presentation skills.
  • Ability to work collaboratively with cross-functional teams and members of the Board.
  • Advanced computer skills including working knowledge of Microsoft Office and Google Teams.
