Duties

Reporting to an Inspection Manager, the position of a Supervisory Veterinarian displays qualities of professionalism and teamwork. The candidate will confidently lead an inspection team using strong leadership, communication and interpersonal skills to collaborate with both management and team members effectively.

Key activities include :

  • Supervise staff, provide instruction and training, manage assigned resources and assets, and compile operational and legislative compliance reports for use by CFIA at the regional, area and national level.
  • Leads and conducts ante-mortem and post-mortem inspections, clinical examinations, and epidemiological investigations to evaluate the health of animals and diagnose diseases, and verifies work completed by inspectors and veterinarians.
  • Ensures public and industry compliance with the Safe Food for Canadians Act and the Health of Animals Act and the associated regulations and policies to ensure proper certification for export, import and domestic purposes.
  • Reviews situations of non-compliance, initiates enforcement actions and testifies as an expert witness in legal proceedings as required.
  • Implements and conducts quality assurance, risk assessment and regulatory audits to assess the compliance with acts, regulations and accreditation requirements, and is accountable for the preparation and accuracy of emergency response contingency plans.
  • Reviews, certifies and endorses official and accredited veterinary certificates governing animals or meat products for import, export and domestic purposes.
  • Advises and instructs stakeholders on the requirements and implementation of the Animal Health and Meat Hygiene Programs, represents the interests of the Agency in media and public fora and promotes measures taken to control diseases.
  • Plans and coordinates activities of the CFIA Programs to maintain Canada’s national zoosanitary status.

ESSENTIAL EDUCATION

EEd1 - Graduation from a recognized school of Veterinary Medicine, defined as :

  • Graduation from a veterinary school accredited or approved by the Canadian Veterinary Medical Association (CVMA); OR
  • Graduation from another veterinary school and holding a Certificate of Qualification (Parts A, B & C) granted by the National Examining Board of the CVMA.
  • Applicants submitting education credentials from a non-Canadian institution are responsible for obtaining certification that these credentials are the equivalent of the Canadian education level required for the position.

    ESSENTIAL OCCUPATIONAL CERTIFICATION

    Eligibility for membership in a Canadian veterinary association, defined as :

  • Current members of a Canadian veterinary association with a license recognized by the Canadian Veterinary Medical Association; AND
  • Non-members of Canadian veterinary associations holding a Certificate of Qualification granted by the National Examining Board (NEB) of the CVMA.
  • This means possession of or eligibility for an unconditional general license that constitutes acceptable evidence of occupational competence and that is granted by an organization legally established by federal, provincial or territorial law as a certifying or licensing body.

    ESSENTIAL EXPERIENCE

    EE1 - Experience in the practice of veterinary medicine and in applying veterinary techniques or processes.

    EE2 - Significant

  • experience in supervising staff or leading a team.
  • EE3 - Experience working in a team environment, developing cooperative relationships and establishing effective communication with colleagues and stakeholders.

  • Significant experience is defined in relation to the scope and the complexity of the experience. It is expected that the candidate has performed complex activities related to the experience factor in a wide variety of situations.

    Official languages proficiency will not be assessed for entry to the pool. Candidates entered in the pool will have an opportunity for assessment of their official languages proficiency if and when they are considered for an appointment.

  • Conditions of employment

    Reliability Status security clearance - Applicants who have not lived in Canada for the past five (or ten, depending on security level) years may be required to submit a police certificate from each country in which they have lived for six months or more during this period, as well as other documentation required for the security screening process. Failure to submit this documentation if requested will eliminate the application from further consideration.

  • To have and maintain a valid driver’s license.
  • To assume responsibility for making transportation arrangements to get to diverse and distant work

  • To use in the prescribed circumstances and manner all prescribed safety materials, equipment,
  • devices and clothing.

  • Willing and able to be immunized as indicated by job risk, location, overseas travel and other
  • identified risks.

  • Willing and available to travel frequently, as required.
  • Willing and available to work shifts in different establishments.
  • Willing to work in various locations, including third-party premises.
  • To use prescribed and provided respiratory equipment that meets the respiratory program
  • requirements; to undergo fit testing (e.g. may need to be clean-shaven, depending on the respirator
